C1 Public Hearing 1 PC Presentation_Spring Hills DentistCity of Grand Terrace Planning Commission/Site And Architectural Review Board Public Hearing for Site and Architectural Review 23-23 Spring Hills Family Dentistry Project May 2, 2024 Application / Proposed Project •The Applicant, Firestation Properties LLC, represented by David Lang, filed an application for Site and Architectural Review 23-23. •Applicant proposes the development of a 12,406-square foot dental office building on a 1.67-acre site located at the northeast corner of Mount Vernon Avenue and City Center Court. •The Barton Road Specific Plan (BRSP) Village Commercial (VC) Planning Area 2 (P.A.2.). •Dental office land use is permitted in the Village Commercial (VC). •Site improvements include but are not limited to: landscaping, parking lot, parking lot lighting, streetlights, roofed trash enclosure, generator enclosure, solar canopy for cars, bicycle rack, and art area. After Planning Commission Approval, the Art in Public Places art piece must be completed, installed, and inspected prior to issuance of the final Certificate of Occupancy of the building. 26 Consistency with Zoning & General Plan •The project site is within The Barton Road Specific Plan (BRSP) Village Commercial (VC) Planning Area 2 (P.A.2.). •Purpose of the VC is to accommodate specialty uses •VC district allows for: Cafes/Bakeries Furniture/Hardware Stores Pharmacies/Drug Stores Medical/Dental Offices and related Health Clinics Finding: The project is consistent with the uses allowed within the VC zone. 144 Conditions of Approval (Exhibit B) General and Project specific conditions are required of the project as prescribed from: Building and Safety, Public Works, Planning and Development Services, and Fire Department Refuse and Water Service Public Art to be brought back to PC at future meeting Findings of Approval •Reviewed and conditioned by: SB County Fire (Conditions 81 to 97) City Engineer (Conditions 98 to 120) Building Official (Conditions 121 to 135) Burrtec (Conditions 136 to 139) Colton Water (Conditions 140 to 144) •Findings for Approval: Pursuant to Municipal Code Chapter 18.63 (Site and Architectural Review), in which Section 18.63.060 includes all the necessary findings. All necessary findings can be made and are provided as “EXHIBIT C” of Attachment 1 to this agenda report. Environmental Review 23-10 Project has been determined to be Categorically Exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section §15332 Class 32 [In-Fill Development Projects]. A Notice of Exemption will be filed with the County Clerk and State Clearinghouse upon Project approval. Notification The Public Hearing Notice for the Project was published in compliance with the City’s Municipal Code and the City’s “Expanded Public Noticing and Outreach Policy for Public Hearings and Public Workshops.” Conclusion The Application / Proposed Project is consistent with: The Project is consistent with the following goals and policies of the General Plan The Project is consistent with the Land Use/Economic, Environmental, and Infrastructure Goals found within the Barton Road Specific Plan (BRSP) and the associated objectives and policies for each goal. Project shall comply with the Conditions of Approval Staff Recommendation Based on the findings and analysis in the staff report, staff recommends that the Planning Commission/Site and Architectural Review Board approve/adopt: Resolution No. 2024-02 Site and Architectural Review 23-23 Environmental 23-10 File the Notice of Exemption (In-Fill Development) Thank you for your consideration.
