A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on March 11, 1999 at 6:00 p.m. PRESENT: Byron Matteson, Mayor Dan Buchanan, Mayor Pro Tem Herman Hilkey, Councilmember Jim Singley, Councilmember Lee Ann Garcia, Councilmember Tom Schwab, City Manager John Donlevy, Assistant City Manager Brenda Stanfill, City Clerk Bernard Simon, Finance Director Patrizia Materassi, Community and Economic Development Director Virgil Barham, Building & Safety Director Lt. Pete Ortiz, Sheriffs Department ABSENT: John Harper, City Attorney The meeting was opened with invocation by Pastor Salim Elias, Azure Hills Seventh-Day Adventist Church, followed by the Pledge of Allegiance led by Councilmember Garcia. Committee Member Resignation CC-99-22 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 4-0-1-0 (COUNCILMEMBER HILKEY WAS ABSENT), to accept the resignation of Pat Newberry from the Park and Recreation Committee and authorize the City Clerk to post the vacancy to fill the unexpired term. b. Minutes of February 1, 1999 CC-99-23 MOTION BY COUNCTT 1V EMi3R SINGLEY, SECOND BY.MAYOR PRO TEM BUCHANAN, CARRIED 4-0-1-0 (COUNCILMEMBER HILKEY - WAS ABSENT), to accept the Park and Recreation Committee meeting minutes of February 1, 1999. 2. Historical and Cultural Activities Committee a. Minutes of February 1, 1999 CC-99-24 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER GARCIA, CARRIED 4-0-1-0 (COUNCILMEMBER HILKEY WAS ABSENT), to accept the Historical and Cultural Activities Committee minutes of February 1, 1999. 5B. Council Reports Mavor Matteson, reported that"the Spring Egg Hunt will be on April 3, 1999 at Pico Park at 10:00 a.m. He also reported that Free Dump Day will be held on April 10, 1999 and that a dumpster will be available from 8:00 a.m. to 12 noon and that the dumps will be open from 10:00 a.m. to 4:00 p.m. He reported that the Annual Art Show will be held on May 2, 1999 from 1:00 p.m. to 4:00 p.m. He also reported that the Women's Club Prayer Brunch will be held on March 17, 1999 at 10:30 a.m. He indicated that a City Manager in the west end lost his job because he forgot the chain of command and reminded everyone to keep in mind the chain.of command that is in effect in the City of Grand Terrace. He stated that the roof at the Senior Center has been fixed. He stated that the Senior's Newsletter provides very .good information for the seniors of our community. He reported that the Little League opening ceremonies will be held on Council Minutes March 11, 1999 Page 3 March 20, 1999 at Pico Park at 10:00 a.m. Mavor Pro Tem Buchanan, stated that this is ,the season for the activities in the community and encouraged everyone to take part in the wonderful activities that take place in the community. He indicated that his son plays in the Grand Terrace Basketball Club and stated that there are quite a few talented basketball players in town. He reported that at the last SANBAG meeting there was a presentation made with regard to the efforts of the communities around Los Angeles Airport and some of the communities in this area that are interested in seeing a little more balanced regional effort made dealing with airport expansion issues. SANBAG adopted a resolution urging SCAG to require a regional study and approach to the expansion of air facilities, the Counties of San Bernardino and Riverside,have adopted a similar resolution as well as many communities and the request has been made that cities support that effort by adopting a resolution and sending it to SCAG urging the board to require a regional look at air transportation and requested that it be place on the next agenda for consideration if it is the desire of the Council. Councilmember Garcia, reported that the Chamber Luncheon will be held on Tuesday, March 16, 1999 and that City Manager Schwab will be the speaker. The Garden club will have an arbor tour on Wednesday, March 17, 1999. The Inland Empire Division of the League of California Cities meeting will be held on March 18, 1999 at the San Bernardino Hilton. She stated that the census track is very important and that the City should be very involved. I Councilmember Hilkev, stated that he went over some items with staff, in particular fixing the water in the front of the building. He thanked Code Enforcement Officer, Julie Hernandez for her quick response with a dumping issue. PUBLIC HEARINGS - None UNFINISHED BUSINESS 7A." Pico Park Sound Issue Assistant City Manager Donlevy stated that this item is in response to Mr. Loder's complaint at a previous council meeting. He stated that he met with Mr. Loder and has been out to his.property over the past couple of weeks. He indicated that he will meet with Mr. Loder sometime next week to discuss the issues and hopefully will be able to resolve the problem. He reported that he hopes to bring this item back to the council on March 25, 1999. NEW BUSINESS 8A. Request to Schedule Special Meeting for Budget Hearing CC-99-25 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to schedule a special meeting Council Minutes March 11, 1999 Page 4 on May 11, 1999 at 6:30 p.m. and a second meeting on May 12,.1999 at 6:00 p.m. to discuss the Fiscal Year 1999/2000 Budget. 8B. Economic Development Division Update & Presentation Hally Cappiello, Associate Planner for the Community and Economic Development Department gave a presentation and update on the Economic Development Division. 8C. Discussion Regarding Renaming Barton Road It was the consensus of the Council to direct staff to research potential costs and procedures to rename Barton Road. 8D. Group Cost-Sharing Agreement Regarding Property Tax Assessments on Electric Generating Plants CC-99-26 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER HILKEY, CARRIED 5-0, to authorize the City Manager to enter into a Group Cost-Sharing Agreement and to appropriate $1,000.from the General Fund Unappropriated Fund Balance for the purpose of paying our expense, and authorize staff travel to Sacramento on an as-needed basis to testify and/or lobby for the passage of legislation affecting local assessment.
