03/25/1999 CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR COUNCIL MEETING - MARCH 25. 1999 A.regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic.Center, 22795 Barton Road, Grand Terrace, California, on March 25, 1999 at 6:00 p.m. PRESENT: Byron Matteson, Mayor Dan Buchanan, Mayor Pro Tem Herman Hilkey, Councilmember Jim Singley, Councilmember Lee Ann Garcia, Councilmember Tom Schwab, City Manager John Donlevy, Assistant City Manager Brenda Stanfill, City Clerk Bernard Simon, Finance Director Patrizia Materassi, Community and Economic Development Director Virgil Barham, Building & Safety Director Lt. Pete Ortiz, Sheriff s Department ABSENT: John Harper, City Attorney The meeting was opened with invocation by Dr. Paul Reed, Terrace Crest Baptist Church, followed by the Pledge of Allegiance led by Mayor Pro Tem Buchanan. ' SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to authorize the Mayor to enter into a Supplemental Settlement Agreement, which eliminates the February 11, 1999 criminal justice administrative fee increase. PUBLIC COAE%IENT Barbara Pfenniehausen, 22111 Ladera Street, thanked staff for the improvements on Pico Street. She expressed her support for the proposed Utility Tax and urged everyone to support it. ORAL REPORTS 5A. Committee Reports 1., Park and Recreation Committee a. Appoint Committee Members (Hazelip & La Matry) CC-99-29 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to appoint Coleen Hazelip and Carolyn-La Matry as regular members of the Park and Recreation Committee with terms continuing to June 30, 2002. b. Minutes of March 1, 1999 CC-99-30 . - MOTION BY COUNCILMEMBR SINGLEY, SECOND BY MAYOR PRO TEm BUCHANAN, CARRIED 5-0, to accept the Park and Recreation Committee meeting minutes of March 1, 1999. 2. Crime Prevention Committee a. Minutes of February 8, 1999 CC-99-31 MOTION BY COUNCILMEMBER GARCIA, SECOND BY COUNCH-MEMBER SINGLEY, CARRIED 5-0, to accept the Crime Prevention Committee minutes of February 8, 1999. 3. Emergency Operations Committee a. Minutes of January 4, 1999 CC-99-32 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER GARCIA, CARRIED 5-0, to accept the Emergency Operations Committee minutes of January 4, 1999. 5B. , Council Renorts Mavor Matteson, reported that the Spring Egg Hunt will be on April 3, 1999 at Pico Park at 10:00 a.m. He also reported that Free Dump Day will be held on April 10, 1999 Council Minutes March 25, 1999 Page 3 and that a dumpster will be available from 8:00 a.m. to 12 noon and that the dumps will be open from 10:00 a.m. to 4:00 p.m. He reported that the Annual Art Show will be held on May 2, 1999 from 1:00 p.m. to 4:00 p.m. Mavor.Pro Tern Buchanan, he reported that he attended the Little League opening ceremonies along with Councilmembers Garcia and Hilkey which was well attended. He stated that he was recently hired as the Regional Counsel for First American Title Insurance Company in Riverside. He indicated that the closing ceremonies for basketball was being held at the same time as the Council meeting and congratulated all of the kids that played so well and enjoyed the basketball season. He congratulated the A Division Hoyas boys team that went undefeated for the entire season. Councilmember Garcia, reported that she attended the 25th anniversary for the Lion's Club along with the Mayor. She attended the Women's Club Prayer brunch in March which was a very nice event. She reported that at the Inland Empire League Division meeting three legislators were in attendance, Senator Joe Baca, Assemblyman John Longville, and Assemblywomen Nell Soto. 'Councilmember Sinalev, contract City Council Members have been invited by the Sheriff to attend a open house on April 17, 1999 and urged everyone to attend. He reported that the Sheriffs Office and the County of San Bernardino honor men and women of the Sheriff s Department and others throughout the community for their acts.of bravery and dedication at their annual event. He stated that the Press Enterprise had an article in it on the proposed Utility Tax and was impressed to see that two former Mayors are involved in it and other community leaders are getting involved and urged the community -Jo come together on this issue. He reported that he also attended the annual Lion's Club Pancake Breakfast. - Councilmember Hilkev, reported that opening ceremonies for the Grand Terrace Little League was very impressive. He questioned the status of the Food Connection. Building and Safety/Housing Director Barham, stated that they were waiting for an insurance check. Councilmember Hilkev, stated that the three children that were vandalizing De Berry park have been caught. Senator Leonard has started some legislation to reverse eraf. PUBLIC HEARINGS - None UNFINISHED BUSINESS 7A. Pico Park Noise Issue Assistant City Manager Donlevy reported that staff has been working with Mr. and Mrs. Loder over the past month on the noise issue at Pico Park. After investigating the issues staff concludes that there is no course of action which can attenuate the sound being experienced by the Loders from Pico Park. The Loders have agreed with this Council Minutes March 25, 1999 Page 4 conclusion. Councilmember Hilkev, felt that this is a real problem and we should not give up. Mavor Pro Tem Buchanan, agreed that there is no course of action which can attenuate the sound. Councilmember Garcia, suggestd that staff seek free advise from SANBAG or SCAG. NEW BUSINESS 8A. Traffic Calming Presentation Assistant City Manager Donlevy indicated that this item is an educational item for the Council. He stated that traffic calming procedures are utilized to slow traffic along residential and non-main thoroughfares in a community. He introduced Craig Neustaedter who gave a presentation on traffic calming and the different measures that can be done to accomplish a traffic calming project and how it pertains to the City of Grand Terrace.
