05/27/1999 CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR COUNCIL MEETING - MAY 27. 1999 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on May 27, 1999 at 6:00 p.m. PRESENT: Byron Matteson, Mayor Dan Buchanan, Mayor Pro Tem Herman Hilkey, Councilmember Jim Singley, Councilmember Lee Ann Garcia, Councilmember Tom Schwab, City Manager John Donlevy, Assistant City Manager Brenda Stanfill, City Clerk Bernard Simon, Finance Director Patrizia Materassi, Community and Economic Development Director Lt. Pete Ortiz, Sheriffs Department ABSENT: Virgil Barham, Building & Safety Director John Harper, City Attorney The meeting was opened with invocation by Dr. Tom Harvick, Colton Christian Church, followed by the Pledge of Allegiance led by Mayor Pro Tem Buchanan. ITEMS TO DELETE None SPECIAL PRESENTATIONS 2A. Recycling Family of the Month - April 1999 Mayor Pro Tem Buchanan announced that the Recycling Family of the Month award for the month of April 1999 goes to Shanon Finnegan and Family and that they will receive gift certificates for Miguel's Jr. Restaurant, Stater Brother's Market, Domino's Pizza, and Blue Mountain Coffee House. CONSENT CALENDAR CC-99-82 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER GARCIA, CARRIED 5-0, to approve the following consent calendar items: 3A. Approval of Check Register No. 052799 3B. Ratify 05-27-99 CRA Action 3C. Waive Full Reading of Ordinances on Agenda 3D. Approval of 05-11-99 Minutes Council Minutes May 27, 1999 Page 2 3E. Request for Block Party Street Closure (Emerald St.) 3F. Community Development Block Grant Program - 2000-2002 Cooperation Agreement PUBLIC COMMENT Barbara Pfennighausen, 22111 Ladera Street, expressed her support of the proposed Utility User Tax and urged everyone to vote yes on Measure E. ORAL REPORTS 5A. Committee Renorts 1. Crime Prevention Committee a. Minutes of April 12, 1999 CC-99-83 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER GARCIA, CARRIED 5-0, to accept the April 12, 1999 minutes of the Crime Prevention Committee. 5B. Council Renorts Mavor Matteson, reminded everyone that Grand Terrace Days is on June 5, 1999. The Parade will begin at 9:00 a.m; He reported that on June 6, 1999 the Lion's will be hosting their pancake breakfast. Mavor Pro Tem Buchanan, reported that he attended the Most recent League of California Cities Division meeting where Assemblyman Bill Leonard spoke in regards to the efforts that he is taking to try to help cities restore some of the funding that the State has taken away. The State has taken away a substantial amount of revenue that has traditionally gone to cities, counties and special districts and now that it is being controlled by the legislators in Sacramento, they don't have a desire to give it back to where it came from even though they don't need the money. He stated that it is because of the State taking the funds away that we have had to place the proposed Utility Tax on the ballot. He thanked Ms. Pfennighausen for her comments and urged everyone to vote on June 8, 1999 and to support the City of Grand Terrace and Measure E. He encouraged everyone to come out to the parade and fair on June 5, 1999 and the Lion's Club Pancake Breakfast on Sunday, June 6, 1999. Mavor Matteson, indicated that Bill Leonard is the author of ACA17 and encouraged everyone to support this bill. Councilmember Garcia, encouraged everyone to participate in the "Stand For Children Day" on June 5, 1999 from 10:00 a.m. to 2:00 p.m. at the County Government Center. She encourage residents to support the American Heart Association at the first annual event that will be held on Thursday, June 3, 1999. The League of California Cities held a Legislative Day where Senator Brulte made a presentation. Council Minutes May 27, 1999 Page 3 Councilmember Sinalev, encouraged everyone to attend Grand Terrace Days. He encouraged everyone to come .together and vote yes on Measure E. He referred to a memo that Council received with regards to the services that will be cut if the proposed utility tax is not approved. Councilmember Hilkev, indicated that boy scout Kevin Yetter just completed his Eagle Scout project. He questioned what Kevin has learned by completing his Eagle project. Kevin Yetter, 166 Sealy Court, Highgrove, responded that he has learned leadership skills and also how to lead a group of people and plan a project. Councilmember Hilkev, commended him on his achievement. He encouraged everyone to write letters of support for ACA17. He indicated that he has been working with Lt. Ortiz on Megan's Law and requested that staff work with the Sheriff s Department with regards to this law. He reported that Autozone has taken over the Chiefs on Barton Road. He also reported that Red Barron has a special on a large pizza for $4.99. PUBLIC HEARING None UNFINISHED BUSINESS 7A. Second Reading of an: Ordinance of the City of Grand Terrace, California, Approving General Plan Amendment GPU-99-02 Amending the Housing Element of the City General Plan and Approving Related Negative Declaration CC-99-84 MOTION BY COUNCELMEMBER SINGLEY, SECOND BY MAYOR PRO .TEM BUCHANAN, CARRIED 5-0, to approve the second reading of an Ordinance of the City of Grand Terrace, California, Approving General Plan Amendment GPU-99-02.Amending the Housing Element of the City General Plan and Approving Related Negative Declaration. NEW BUSINESS 8A. FY 1999-2000 Budget Resolution CC-99-85 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to adopt a resolution for the 1999-2000 Fiscal Year Budget of the City of Grand Terrace._with estimated revenues of$4,329,556, use of available fund balance $652,798, net transfers-in of $302,000, and an interfund loan from CRA $350,000 for a total source of funds of$5,634,354, and total expenditures of$5,781,111, and the net transfers- out ($258,115),- for a total use of funds of$5,522,996. 8B. Proposed Budget Cuts Council Minutes May 27, 1999 Page 4 City Manager Schwab indicated that this item has been brought before the City Council at the request of Councilmember Hilkey and that the following is an action plan to reduce programs in the event that the utility tax measure is unsuccessful: 1. Elimination of one 40 Hour Patrol Shift and one vehicle with a savings of $136,000. 2. Elimination of Community Services Officer and vehicle with a savings of $46,500. 3. Elimination of CSO Program Budget with a savings of$14,800. 4. Elimination of Little League and Soccer lighting subsidy with a savings of $20,000. 5. Reduction in watering and irrigation of parks and parkways with a savings of 10,000. 6. Elimination of entire recreation department, excluding contract classes with a savings of$189,000. 7. Elimination of Recreation Revenue, excluding contract classes ($45,000). 8. Elimination of Library subsidy. Elimination of Chamber of Commerce subsidy with a savings of$9,500. 9. Elimination of city newsletter with a savings of$10,000. 10. Eliminate City Hall Receptionist Position with a savings of$28,000. 11. Eliminate one Associate Planner with a savings of$40,000. 12. Eliminate City Manager/Council Secretary Position with a savings of$28,000. 13. Eliminate/reclassify and. restructure accounting positions/task out sourcing, (savings is reduced by minimal loss in fees) with a savings of$71,500 For a total of$558,300 in budget reductions. Mavor Matteson, indicated that these are the proposed budget cuts of the City Manager and that the Council will discuss this in the evens that the measure fails. Mike O'Connell, 22596 Thrush Street, indicated that he wrote a letter to the editor of the San Bernardino County Sun with regards to Measure E and read it. He expressed his concern with the proposed budget cuts in the event that the measure fails.
