06/10/1999 J CITY OF GRAND TERRACE CITY COUNCIL NIINUTES, REGULAR COUNCIL MEETING - JUNE 10. 1999 A regular meeting of the City Council,of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on June 10, 1999 at 6:00,p.m. PRESENT: Byron Matteson, Mayor Dan Buchanan, Mayor Pro Tem Herman Hilkey, Councilmember Jim Singley., Councilmember Lee Ann Garcia, Councilmember Tom Schwab, City Manager John Donlevy, Assistant City Manager Brenda Stanfill, City Clerk Bernard Simon, Finance Director Patrizia Materassi, Community and Economic Development Director Virgil Barham, Building & Safety Director Lt. Pete Ortiz, Sheriffs Department John Harper, City Attorney ABSENT: None The meeting was opened with invocation by Dr. Paul Reed, Terrace Crest Baptist Church, followed by the Pledge of Allegiance led by Councilmember Singley. ITEMS TO DELETE None SPECIAL PRESENTATIONS None CONSENT CALENDAR CC-99-86 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY MAYOR PRO TEM BUCHANAN, CARRIED 5-0, to approve the following consent calendar items: 3A. Approval of Check Register No. 061099 3B. Ratify 06-10-99 CRA Action 3C. Waive Full Reading of Ordinances on Agenda 3D. Approval of 05-13-99 and 05-27-99 Minutes PUBLIC COMMENT Thelma Winkler, 12570 Mt. Vernon Avenue, hopes that with the failure of Measure E Council Minutes June 10, 1999 Page 2 the community will work together to make Grand Terrace a better place. Dick Rollins, 22797 Barton Road, reported that prior to the election he found fliers posted illegally throughout the City. He indicated that when he viewed the Council meeting on television he found it discerning when staff was.giving a report to Council there were side conversations going on making it hard to follow the report and suggested that when this happens they turn the microphones off. Barbara Pfenniehausen, 22111 Ladera Street, expressed her sorrow that the message wasn't given out strong enough and that it wasn't supported strongly enough. The young people of this community are going to suffer due to the non passage of Measure E. She questioned the status of Rite Aid. Virginia Harford, expressed her dissatisfaction with the Council for placing the Measure on the ballot and feels that the Council is not representing her. Ed O'Neal, 22608 Minona, expressed his concern with the reports that are coming out in the newspapers with regards to personnel cuts. He stated that the concerns that he heard with regard to Measure E were there was no sunset clause, it was city promoted, they were asking for too much, and where do the taxes go. He indicated that he will continue to be active on this issue. He has been following elections for twenty years and that the voters will support a tax when they recognize a benefit/need. Minutes of May 3, 1999 CC-99-87 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER GARCIA, CARRIED 5-0, to accept the'May 3, 1999 minutes of the Historical and Cultural Activities Committee. . 2. Crime Prevention Committee a. Minutes of March 8, 1999 CC-99-88 MOTION BY COUNCILMEMBER GARCIA, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to accept the March 8, 1999 minutes of the Crime Prevention Committee. 3. Park and Recreation Committee a. Minutes of May 3, 1999 CC-99-89 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER HILKEY, CARRIED 5-0, to accept the May 3, 1999 minutes of the Park and Recreation Committee. Council Minutes June 10, 1999 Page 3 5B. Council Reports Mavor Matteson, reported that he attended the Grand Terrace Days Parade and Fair. Mavor Pro Tem. Buchanan, reported that the Grand Terrace Days Parade and Fair was a great event. He commended and thanked staff, volunteers and all the agencies for the hard work that they did to make this event the best that it can be. He stated that the Council felt that the issue of a utility tax needed to be brought before the voters and indicated that the programs that the City offers cost substantially more than the amount of revenue that is available each year. We can argue about the details of how to make adjustments, however, it essentially boils down to two choices, we collect more money to keep things the way that they are or we reduce the level of services down to meet the amount of funds available. The voters have spoke and now we need to live within our existing financial circumstances: The process will be interesting and some,hard choices will have to be made. The responsibility will be up to the Council. Councilmember Sinalev, reported that he was able to fly the new helicopter into the Grand Terrace Fair. He thanked everyone for participating in the event. He welcomes -suggestions with regard to the budget. He would like to see ways of increasing the revenue in Grand Terrace. Councilmember Hilkev, expressed his appreciation for the extra effort of the Sheriff s Department and Fire Department in Grand Terrace Days. The message from the election was very clear and truly disappointing and now it is time to move forward. CC-99-90 MOTION BY COUNCILMEMBER HILKEY, SECOND BY COUNCILMEMBER GARCIA, CARRIED 5-0, to add an urgency item 8B to the agenda to discuss budget issues. Councilmember Garcia, thanked everyone for Grand Terrace Days. She thanked the residents for giving their input and encourages the community to continue to give their input.'- She is looking forward to working with the community in coming up with ideas so that there is another 20 great years in the City of Grand Terrace. PUBLIC HEARING None UNFINISHED BUSINESS None NEW BUSINESS 8A. Landscape and Street Lighting District 89-1 Fiscal Year 1999-2000 Levy of Assessment Council Minutes June 10, 1999 Page 4 CC-99-91 MOTION BY COUNCII,MEMBER SINGLEY, SECOND BY COUNCILMEMBER GARCIA, CARRIED 5-0, to adopt a resolution ordering the City Engineer to prepare Plans, Specifications,. Cost Estimate, Diagram and Assessment (Engineer's Report), adopt a resolution approving the Engineer's Report and adopt the resolution of Intention scheduling a Public Hearing for July 22, 1999. 8B. Budget Issues CC-99-92 MOTION BY COUNCII.MEMBER HILKEY, SECOND BY COUNCILMEMBER GARCIA, FAILED 1-4 (COUNCILMEMBER HILKEY VOTED YES), to form a committee of five members comprised of citizens who will be provided the proposed cut list and invited personally to participate in the June 24, 1999 Council meeting to act as a sounding board. CC-99-93 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCn.MENBER GARCIA, CARRIED 5-0, to request that Staff to keep the agenda clear with the exception of the CRA and consent calendar items and agendize an item for Council discussion and public input on staffs proposed budget adjustments and to have the report available in the library on Saturday, June 19 or at City Hall on Monday, June 21, 1999.
