08/26/1999 CITY OF GRAND TERRACE CITY COUNCIL NIINUTES REGULAR COUNCIL MEETING- AUGUST 26. 1999,. A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on August 26, 1999 at 6:00 p.m. PRESENT: Byron Matteson, Mayor Dan Buchanan, Mayor Pro Tem Herman Hilkey, Councilmember Jim Singley, Councilmember Lee Ann Garcia, Councilmember Tom Schwab, City Manager John Donlevy, Assistant City Manager Brenda Stanfill, City Clerk Patrizia Materassi, Community and Economic Development Director Virgil Barham, Building & Safety Director Lt. Pete Ortiz, Sheriffs Department ABSENT: John Harper, City Attorney The meeting was opened with invocation by Dr. Paul Reed, Terrace Crest Baptist Church, followed by the Pledge of Allegiance led by Councilmember Singley. Terrace Hills Middle School Principal, John Conboy John Conboy, Principal from Terrace Hills School, gave an update on the activities and curriculum at the school. Fifth Amendment to the Contract for Law Enforcement Approving a New Schedule "A" CC-99-136 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER HILKEY, CARRIED 4-1 (COUNCIL MEMBER SINGLEY VOTED NO), to authorize the Mayor to execute the Fifth Amendment to the Sheriff's Contract amending Schedule "A". 3F. Sponsor Child Care for Captain Phil DeClerck's Two-Year.;-Old for Six Months at the City's Child Care Center CC-99-137 MOTION BY COUNCILMEMBER - HILKEY, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to sponsor child care for Captain Phil DeClerck's 2-year old at 50% off for up to 3 years in the City Child Care Center. PUBLIC COMMENT Jeanne Garcia, California Department of Transportation, announced that CalTrans is hosting a Town Hall Meeting on September 16'b at the San Bernardino County Government Center. An exposition will be from 11:00 a.m. to 7:30 p.m. and the town hall meeting will be from 5:00 p.m. to 7:30 p.m. Information on current and future projects in the Inland Empire will be discussed. Ron Doom, 12548 Mirado Ave., Grand Terrace Soccer Club, announced that opening day for soccer is Saturday, August 28'b at 10:00 a.m. Dick Rollins, 22797 Barton Road, indicated that Cybersafety for Kids brochures are being distributed in the schools and expressed concern for the children. He suggested that the Council work with Comcast to get mobile cameras to provide a better picture for the people watching Council meetings at home. Tonv Petta, stated that Grand Terrace has a good City Council and indicated that Council Member Jim Singley will be missed. Barbara Bavus, 22664 Eton Drive, thanked Council Member Singley for his work on the City Council. ORAL REPORTS 5A. Committee Reports 1. Minutes of July 12, 1999 CC-99-138 MOTION BY COUNCILMEMBER HILKEY, SECOND BY COUNCILMEMBER GARCIA, CARRIED 5-0, to accept the July 12, 1999 minutes of the Crime Prevention Committee. 2. Emergency Operations Committee a. Minutes of July 7, 1999 CC-99-139 MOTION BY COUNCILMEMBER GARCIA, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to accept the July 7, 1999 minutes of the Emergency Operations Committee. . 3. Park and Recreation Committee a. Minutes of June 6, 1999 CC-99-140 MOTION BY COUNCILMEMBER GARCIA, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to accept the June 6, 1999 minutes of the Park and Recreation Committee. 5B. Council Reports Mavor Pro Tem Buchanan, invited everyone to attend the soccer_opening ceremonies, which will be held at Richard Rollins Park. He gave an update on SANBAG transportation issues. He indicated that he will not be attending the League of California Cities Annual Conference and requested that an item be placed on the next agenda to replace him as the voting alternate. Council Member Garcia, welcomed Senator Baca's representative, Frank Stallworth, to the meeting. She reported that she has recently been appointed as an alternate to the SLAG. Rideshare Mobile Source Reduction Committee. The League's Inland Empire Legislative Task Force meeting will be held August 31'at 6:00 p.m.. Council Member Hilkev, asked for an update on the Richard Rollins Park restroom project. .Thanked Riverside Highland Water Co. for their participation and notification to the residents of the plan to move the sewer billing to their office. Indicated that he has a plaque to present to City Attorney John Harper for his sponsorship of a Little League team. He indicated that Jim Singley will be missed on the Council. Assistant Citv Manaver Donlevv,indicated that the Richard Rollins Park Restroom project is ready to go to bid and the project should be completed in November. Council Member Sinalev, indicated that he will miss being on the City Council and encouraged every citizen in the community to be involved in the city. He thanked the Council and staff for their hard work. Council Minutes August 26, 1999 Page 4 PUBLIC HEARING None UNFINISHED BUSINESS None NEW BUSINESS 8A. Report on Potential Fee for Rental Units Citv Manager Schwab, indicated that staff has researched what the County refers to as the Rental Dwelling Assessment Program, which was initially implemented in 1965 and then modified and reintroduced in 1990. This is a fee-based program that is designed to ensure the maintenance and environmental fitness of multi-family rental dwellings. The County provides this service under the authority of County Ordinance 3414, Chapter 10, Article 1 for Regulations of Buildings Used for Human Habitation. In order for the City of Grand Terrace to take over the Rental Dwelling Environmental Assessment Program, we would need to terminate our contract or the reference in the Municipal Code, which adopts the County Codes, and create our Rental Inspection Program to be in place by June 30, 2000 when the current health permits expire. He requested that Council give policy direction to staff. Council directed staff to consult with the City Attorney and continue to look into the feasibility of a rental inspection program. 8B. Acceptance of Council Member Jim Singley's Resignation from the City Council Council Member Singley was presented with a Certificate of Recognition from Assemblyman Leonard, a Certificate of Recognition from Senator Baca and a plaque from the Grand Terrace City Council. CC-99-141 MOTION BY COUNCILMEMBER HILKEY, SECOND BY COUNCILMEMBER GARCIA, CARRIED 3-2 (MAYOR PRO TEM BUCHANAN AND MAYOR MATTESON VOTED NO), to accept Council Member Jim Singley's resignation and direct staff to solicit applications to fill the term scheduled to expire November 2000. CC-99-142 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER GARCIA, CARRIED 4-0, to direct the City Clerk to accept applications until the close of business on Thursday, September Wh and schedule a special meeting to be held Tuesday, September 14, 1999 at 6:00 p.m. for the purpose of conducting interviews to fill the vacant seat on the City Council.
