09/23/1999 J CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR COUNCIL MEETING - SEPTEMBER 23. 1999. A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on September 23, 1999 at 6:00 p.m. PRESENT: Byron Matteson, Mayor Dan Buchanan, Mayor Pro Tem Herman Hilkey, Councilmember Lee Ann Garcia, Councilmember Don Larkin, Councilmember Tom Schwab, City Manager John Donlevy, Assistant City Manager Brenda Stanfill, City Clerk Patrizia Materassi, Community and Economic Development Director Virgil Barham, Building & Safety Director John Harper, City Attorney Lt. Pete Ortiz, Sheriff's Department ABSENT: None The meeting was opened with invocation by Pastor Salim Elias, Azure Hills Seventh-Day Adventist Church, followed by the Pledge of Allegiance led by Councilman Herman Hilkey. ITEMS TO DELETE - None SPECIAL PRESENTATIONS 2A. Swear In New Council Member - Don Larkin Don Larkin was sworn in as the new Councilmember filling the vacancy left by Jim Singley. CONSENT CALENDAR CC-99-148 MOTION BY COUNCILMEMBER HILKEY, SECOND BY COUNCILMEMBER GARCIA, CARRIED 5-0, to approve the following consent calendar items: 3A. Approval of Check Register No. 092399 3B. Minutes of August 9, 1999 CC-99-149 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER HILKEY, CARRIED 5-0, to accept the Crime Prevention Committee minutes of August 9,.1999. 2. Emergency Operations Committee a. Minutes of July 12, 1999 CC-99-150 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER GARCIA, CARRIED 5-0, to accept the Emergency Operations Committee minutes of July 12, 1999. 3. Park and Recreation Committee a. Request to Proceed with Adopt-A-Park Program Sarah Green. 22432 Raven Way, encouraged the Council to approve the Adopt-A-Park Program idea and to allow the Park and Recreation Committee to proceed with the program in order for the Park and Recreation Department and programs to be self supportive. CC-99-151 MOTION BY COUNCILMEMBER HILKEY, SECOND BY MAYOR PRO TEM BUCHANAN, CARRIED 5-0, to approve the request of the Park and Recreation Committee to implement an Adopt-A-Park Program. Lenore Frost, 11987 Honey Hill, encouraged the Council to consider extending the position of Karen Gerber, Director of Recreation Services. She indicated that she is a valuable asset to the City and the Community. 5B. Council Reports Mavor Matteson, reported that the Friends of the Library will host a book sale on September 24 and 25, 1999. He reported that the Sun Telegram had an article in their paper on the City's Child Care Center. Mavor Pro Tern Buchanan, reported that the Plans and Programs Committee of SANBAG Council Minutes September 23, 1999 Page 3 unanimously approved the call for projects that includes street maintenance projects and that it will go before the full board at the first of October meeting. He indicated that the Child Care Center is having an open house. He reported the Chamber will be hosting a business luncheon on September 28, 1999 from 11:45 a.m. to 1:00 p.m. in the Meeting Room at City Hall. He welcomed Don Larkin to the Council. Councilmember Hilkev, welcomed Don Larkin to the Council. Councilmember Garcia, welcomed Don Larkin to the Council. She indicated that there will be a program on Friday, September 24, 1999 on the Alameda Corridor. San Bernardino County in conjunction with Norcal is holding a Dress to Impress program. She reported that at the Inland Empire Division of the League of California Cities Division Assemblyman Longville was the speaker and reported that the State Controller will be issuing a check in the amount of 29,756.01 in an.attempt to begin returning lost revenue to the cities. She requested the status of the City Newsletter. City Clerk Stanfill, indicated that the Summer 1999 issue of Terrace View was the last newsletter. s: Councilmember Larkin, thanked his wife and thanked the Council for having trust and confidence that they have shown in him and will work diligently to fulfill his duties. He believes that the community, staff and Council together can come up always with the best answers for Grand Terrace. He stated that it is written that any City sat upon a mountain can:not be hidden and,believes that Grand Terrace set upon Blue Mountain can not be hidden. PUBLIC HEARING 6A. An Ordinance of the City of Grand Terrace Granting a Non-Exclusive Franchise to Comcast Cablevision of Inland Valley, Inc. to Construct Operate and Maintain a Cable Television System in the City of Grand Terrace and Setting Forth Conditions Accompanying the Granting of the Franchise.. Mavor Matteson, questioned whether the upgrades that Comcast will be making will be passed on to the residents. Robert Daleo, Director of Marketing for Comcast, responded that the upgrade should not affect the pricing, the additional services will be optional services available to the customers. Councilmember Garcia, questioned the fee for the high speed modem. Robert Daleo, indicated that the cost will be similar to the cost of an internet service. Currently no pricing strategy has been established. Council Minutes September 23, 1999 Page 4 Councilmember Hilkev, questioned if the cables to the homes will change. Robert Daleo, indicated that the rebuild will consist of bringing fiber optic lines into the community. The lines going to the homes should not need to be changed unless repairs are needed. Councilmember Hilkev, questioned if there will still be a necessity for a modem. Robert Daleo, responded that a modem will still be needed. Councilmember Hilkev, questioned if the basic channel rate will go up based on the number of channels that are available. Robert Daleo, responded that the upgrade will open up more basic channels. There will be costs associated on the annual rate change. Councilmember Hilkev, questioned if the no charge provider for parental control for block .out devices would be limited to certain levels of services. Robert Daleo, responded that it would be determined based on the technology that will be available once the upgrade is made. Councilmember Hilkev_ , questioned if a converter box will be necessary once the upgrades are made. Robert Daleo, responded that if you want the digital services a converter box will be necessary. Mayor Matteson opened discussion to the public. Dick Rollins, 22797 Barton Road, questioned if the cameras that are placed in the Council Chambers can be taken off their tripod. Rob VanRiel, Comcast, indicated that as part of their commitment to the City the Council Chamber will be outfitted with an entire new system and a portable camera will be included. Councilmember Garcia, questioned if the rear projection screens will be able to be used. Assistant Citv Manager Donlevy, responded in the negative. Councilmember Garcia, questioned if the system will be able to be used as an educational tool. Assistant Citv Manager Donlevv, indicated that the system will be able to use graphics and Council Minutes September 23, 1999 Page 5 the quality will be good. Councilmember Garcia, questioned if a message board was located down at the Rite Aide location would this system be able to tie into that system. Assistant Citv Manaa_er, responded that those are two separate items and that they could not be linked. Councilmember Hilkev,requested that staff look into including public announcements and local business advertising. Assistant Citv Manager_ Donlevv, responded that there are two types of channels a government access and a public access. The Government access channel has a legal definition that is covered by-the federal cable act. The City of Grand Terrace runs a government access channel. If you go run a public access channel you open yourself up to a significant amount of other types of programming. Councilmember Hilkev, questioned if there has been any talk of a Inland News Station. Rob VanRiel, Comcast, responded that the Inland Empire does not have a news station .yet, however, there is the Inland Empire TV News which is placed on Comcast Channel 3 in Ontario which is a program that concentrates on primarily the Inland Empire. ;. .. -Mayor Matteson returned discussion to Council. CC-99=152 MOTION BY,COUNCILMEMBER HILKEY, SECOND BY MAYOR.PRO TEM BUCHANAN, CARRIED 5-0, to approve the first reading of an Ordinance of the City of Grand Terrace Granting a Non-Exclusive Franchise to Comcast Cablevision of Inland Valley, Inc. to Construct Operate and Maintain a Cable Television System in the City of Grand Terrace and Setting Forth Conditions Accompanying the Granting of the Franchise. UNFINISHED BUSINESS - None NEW BUSINESS 8A. Request to Conduct Millennium Fireworks' sales Mike O'Connell, 22596 Thrush Street, encouraged the Council to adopt a Resolution allowing the Grand Terrace Little League and the Grand Terrace Community Soccer Club to sale Fireworks for the millennium. CC-99-153 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER LARKIN, CARRIED 5-0, to direct staff to draft a Resolution allowing the Grand Terrace Little League and the Grand Terrace Council Minutes September 23, 1999 Page 6 Community Soccer Club to conduct Millennium Fireworks' Sales. 8B. Set Date For Planning Commission Application Deadline to Fill Vacancy Created by Don Larkin's Resignation and Schedule Special Meeting to Conduct Interviews. CC-99-154 MOTION BY MAYOR PRO TEM BUCHANAN) SECOND BY COUNCILMEMBER GARCIA, CARRIED 5-0, to post and advertise the vacancy on the Planning Commission and to set the deadline of applications for October 14, 1999 and to schedule a date for interviews at the October 14, 1999 Council Meeting. CLOSED SESSION, 9A. Discussion of Employee Severance Negotiations Mayor Matteson reported that Council met in Closed Session to discuss Employee Severance Negotiations and there was no reportable action.
