11/10/1999 CITY OF GRAND TERRACE CITY COUNCIL MINUTES SPECIAL COUNCIL MEETING - NOVEMBER 10. 1999 A special meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on November 10, 1999, at 6:00 p.m. PRESENT: Byron Matteson, Mayor Dan Buchanan, Mayor Pro Tem Herman Hilkey, Councilmember Lee Ann Garcia, Councilmember Don Larkin, Councilmember Tom Schwab, City Manager Brenda,Stanfill, City Clerk Patrizia Materassi, Community and Economic Development Director Virgil Barham, Building & Safety Director Lt. Pete Ortiz, Sheriff's Department ABSENT: John Donlevy, Assistant City Manager Bernie Simon, Finance Director John Harper, City Attorney The meeting was opened with invocation by Councilman Don Larkin, followed by the Pledge of Allegiance led by Councilman Herman Hilkey. ITEMS TO DELETE - None SPECIAL PRESENTATIONS - None CONSENT CALENDAR CC-99-168 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER HILKEY, CARRIED 5-0, to approve the following consent calendar items with the removal of item 3D: 3A. - Approval of Check Register No. 111099 3B. Ratify 11-10-99 CRA Action 3C. Waive Full Reading of Ordinances on Agenda 3E. Authorization for the City Clerk to Attend the League of California Cities New Law and Election Seminar in Monterey, December 8-10, 1999 3F. 2000 Redlands Bicycle Classic 3G. Approve Finance Director Attendance at League of California Cities Financial Management Seminar to be held December 9 through 10, 1999 ITEM REMOVED FROM CONSENT CALENDAR Council Minutes November 10, 1999 Page 2 3D. Approval of 10-28-99 Minutes CC-99-169 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER LARKIN, CARRIED 5-0, to approve item 3D. Approval of 10-28-99 minutes with the following amendment to Mayor Matteson's report: He stated that he received a letter from Jo Ann Johnson indicating that she feels that there would be a $20.00 to $30.00 increase in utilities per month with the completion of the expansion project at the senior center. PUBLIC COMMENT - None ORAL REPORTS 5A. Committee Reports 1. Emergency Operations Committee a. Minutes of August 2, 1999 CC-99-170 MOTION BY MAYOR MATTESON, SECOND BY COUNCILMEMBER GARCIA,CARRIED 5-0,to accept the Emergency Operations Committee minutes of August 2, 1999. 5B. Council Reports Mavor Matteson, reported that the old GTI Market is in the process of being demolished and feels very positive about the Rite Aid project. . Councilmember Larkin, reported that he was a judge at the Country Fair Food Contest and congratulated Councilmember's Garcia and Hilkey on their winning entries. He was very impressed with the event and enjoyed it and thanked all those who made the event possible. Councilmember Hilkev, expressed his excitement with the Rite Aid project. He indicated that the Historical and Cultural Activities Committee solely puts on the Country Fair and feels that perhaps the Park and Recreation Committee can do the same with the Spring Egg Hunt and Halloween Haunt. He reported that Omnitrans is studying the transportation needs of Grand Terrace, Yucaipa and Chino Hills. It will be a flexible route called Smart Shuttle. He encouraged the community to get involved and to let him know of any input. Councilmember Garcia, congratulated staff on the pictures of the demolition of the old GTI Market. She enjoyed the Country Fair and commended the Historical and Cultural Activities Committee on another outstanding Country Fair. She reported that she participated in the Lion's Club Pot of Gold fund raising event. She attended her first League Fiscal Reform Committee meeting. She requested that a discussion item be added Council Minutes November 10, 1999 Page 3 to the next agenda with regards to the Park and Recreation Committee taking on the events that the Recreation Department typically runs. Councilmember Hilkev, reported that Omnitrans will hold a public meeting on Saturday, November 13, 1999 to discuss the transportation needs of the community from 9:30 to 11:30 a.m. at the Civic Center. PUBLIC HEARING - None UNFINISHED BUSINESS - None NEW BUSINESS 8A. Sustainability Principles - Request for City Council to Review Planning Commission Packets 8B.
