04/15/1980CITY OF GRAND TERRACE COUNCIL MINUTES ADJOURNED REGULAR MEETING - APRIL 15, 1980 An adjourned regular meeting of the City Council of the City of Grand Terrace was called to order at 12354 Mt. Vernon, First Baptist Church of Grand Terrace, Grand Terrace, California, at 5:10 p.m. on April 15, 1980. PRESENT: Tony Petta, Mayor Thomas A. Tillinghast, Mayor Pro Tempore Doug Erway, Councilman Jack Allen, Councilman Hugh J. Grant, Councilman Seth Armstead, City Manager Ivan Hopkins, City Attorney Myrna Lindahl, Executive Secretary/Deputy City Clerk ABSENT: Joe Kicak, City Engineer The meeting was opened with invocation by Councilman Tillinghast, followed by the Pledge of Allegiance, led by Floyd Rinehart. RESOLUTION NO. 80-13 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY OF GRAND TERRACE ON THE 8TH DAY OF APRIL, 1980, DECLARING THE RESULTS THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW. CC-80-118 Motion was made by Councilman Allen, seconded by Councilman Erway and carried unanimously to approve Resolution No. 80-13. AWARD PRESENTATIONS Councilmen Erway and Allen were presented plaques and Certificates of Commendation, and were commended by Councilmen Tillinghast, Grant and Mayor Petta for their outstanding service to the City. SWEARING IN CEREMONY City Manager/City Clerk Seth Armstead administered the Oath of Office to newly -elected Councilmen Nix and Rigley, and to Incumbent Councilman Grant. The new Council Members were then seated. Pag e one -4/15/80 ELECTION - MAYOR City Attorney Hopkins briefed Council, stating the requirement that the election must be conducted openly, not by secret ballot. City Manager/City Clerk Seth Armstead declared nominations open for Mayor. Councilman Rigley nominated Councilman Tillinghast. Councilman Grant nominated Mayor Petta. The nominations were then closed. Councilman Tillinghast was elected Mayor of the City of Grand Terrace on AYE votes of Councilmen Tillinghast, Nix and Rigley, with Councilman Grant voting NOE. Voting for Mayor Petta as Mayor was Councilman Grant, with Councilman Rigley voting NOE. ELECTION - MAYOR PRO TEMPORE Mayor Tillinghast declared the nominations open for Mayor Pro Tempore. Councilman Nix nominated Councilman Grant. Councilman Petta seconded the nomination. Councilman Nix moved closing the nominations, and Councilman Rigley seconded the Motion. Councilman Grant was elected Mayor Pro Tempore.by acclamation. PUBLIC PARTICIPATION Dolores Kossman, 22735 De Soto, invited the Council and Citizens of Grand Terrace to attend an informal cake and coffee celebration at Judge McKenna's Campaign Headquarters following the Colton City Council Meeting.
