COUNCIL MINUTES
REGULAR MEETING - APRIL 17, 1980
A regular meeting of the City Council of the City of Grand Terrace was called to
order at 12354 Mt. Vernon, First Baptist Church of Grand Terrace, Grand Terrace,
California, at 7:04 p.m. on April 17, 1980.

The meeting was opened with invocation by Reverend William H. Hays,
Grand Terrace Assembly of God Church, followed by the Pledge of
Allegiance by Commissioner John McDowell.
Mayor Tillinghast introduced Judge David L. McKenna, Colton Justice
Court, who presented briefly the Court's procedure of handling
parking tickets issued in the City of Grand Terrace. Judge McKenna
stated he is endeavoring to change the name of Colton Judicial
District to "Colton/Grand Terrace Judicial District."
Judge McKenna invited the Council, the City employees and the
citizens to a "Judge David McKenna Day" picnic in the City of
Colton, April 27, 1980.
ITEMS ADDED TO AGENDA
Agenda Item 3C - Approve purchase of ten barbeque pits and ten
tile table tops for a total of $150.00.
Agenda Item 3D - Approve use of City Hall Parking Lot by Seventh
Day Adventist Church on April 19 and 26 and May 3.
Agenda Item 5G - Grand Terrace Organization Membership.
Agenda Item 9 - Executive Session to discuss personnel and
litigation.

HISTORICAL & CULTURAL ACTIVITIES REPORT
Koleta Green, Chairman, reported on the following: Cl) The
Grand Terrace Community Theater "Not Now Darling," has been
rescheduled for June 20-21 and June 27-28 at the Terrace Hills
Junior High School. (2) A slide presentation of the history
of San Bernardino Valley by Dr. Paul Allen which was held April 1.
C3) Expressed appreciation to Council for accepting the Committee's
recommendation to rename Flicker Street as Nandina Street and
offered to help name other new streets. (4) Read Louise Erway's
letter of resignation from the Committee. (5) Displaying of
Grand Terrace Womans Club pictures at City Hall. (6) A Poet
Laureate for Grand Terrace. C7) Committee meeting will be held
April 21 at 7:00 p.m.
Council accepted the resignation of Louise Erway from the
Historical & Cultural Activities Committee and directed Staff
to advertise the vacancy.
APPROVAL OF MINUTES - MARCH 27, 1980, AND APRIL 3, 1980
CC-80-120 Motion was made by Councilman Petta, seconded by Councilman Grant
and carried unanimously to approve the Minutes of March 27, 1980
as presented.
CC-80-121 Following corrections, Motion was made by Councilman Grant,
seconded by Councilman Rigley and carried unanimously to approve
the Minutes of April 3, 1980, as amended.
CONSENT CALENDAR
The following item was removed from the Consent Calendar:
B. Approval for Seth Armstead and Ed Clark to attend California
Municipal Treasurer's Association (CMTA) Seminar in Sacramento,
April 29 - May 2. Registration fee: $50.00.
CC-80-122 Motion was made by Councilman Petta, seconded by Councilman Grant
and carried unanimously to approve the following Items on the
Consent Calendar:
A. CHECK REGISTER 041780
C. Purchase of ten barbeque pits and ten tile table tops for a
total of $150.00.
D. Use of City Hall Parking Lot by Seventh Day Adventist Church
on April 19 and 26 and May 3, 1980.
CALIFORNIA MUNICIPAL TREASURER'S ASSOCIATION SEMINAR
City Manager Seth Armstead stated City Engineer Joe Kicak would

be Acting City Manager during his absence, and would return
for the Council Meeting of May 1, 1980.
CC-80-123 Motion was made by Councilman Rigley, seconded by Councilman
Grant and carried unanimously to approve Seth Armstead and Ed
Clark's attending the California Municipal Treasurer's Association
Seminar in Sacramento, April 29 and 30. Registration fee: $50.00.
CHECK REGISTER 041780
CC-80-124 Following City Manager Seth Armstead's recommendation, Motion
was made by Councilman Nix, seconded by Councilman Grant and
carried unanimously to authorize the issuance of an additional
check in the amount of $30.00 to increase the amount of Item
number 53 of Check Register No. 041780 from $62.00 to $92.00.
ORDINANCE NO. 32 (SECOND READING)
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE,
CALIFORNIA, PERTAINING TO THE ADVERTISING, DISPLAY AND SALE TO
MINORS OF PARAPHERNALIA COMMONLY ASSOCIATED WITH THE USE OF
NARCOTICS
Following Mayor Tillinghast's clarification of the intent of
CC-80-125 Ordinance No. 32, Motion was made by Councilman Petta, seconded
by Councilman Rigley and carried unanimously to adopt the second
reading of Ordinance No. 32 by title only.
PUBLIC HEARING - TRAFFIC CONTROL SIGNS & CURB MARKING
Following a briefing by City Engineer Joe Kicak, Mayor Tillinghast
opened Public Hearing on the matter, and the following citizens
addressed Council: Kathy Harmon, 11834 Kingston, appealed for
a six-month delay to allow time to solve parking problems for
two commercial buildings on Barton Road; Rick Boatman, 12440
Warbler, and Jeff Queyrel, 12243 Dos Rios, voiced opposition,
feeling businesses would be hurt; and Ron Hoover, 12512 Pascal.
Mayor Tillinghast closed Public Hearing.
CC-80-126 Following discussion, Motion was made by Councilman Petta, seconded
by Councilman Nix and carried unanimously to direct the City
Engineer to take into consideration the suggestions made, present
Council with minimum amount of red curbing that would effectively
take care of the situation, and that Council consider the plan at
the next Council Meeting.
RECESS
Mayor Tillinghast called a Recess at 7:51 p.m.. Council reconvened
at 8:02 p.m., with all members presents.

PRESENTATION - PACIFIC TELEPHONE COMPANY PROPOSED RATE INCREASE
David Vodden, Manager, Customer Operations, Pacific Telephone
Company, gave a presentation on the proposed rate increase by Pacific
Telephone.
Mayor Tillinghast opened the meeting to public comment on this matter
and the following citizens addressed questions to Mr. Vodden pertaining
to Grand Terrace being in the Riverside toll free zoning area instead
of San Bernardino: Geoff Dooley, 22432 Franklin Street; Bob Yeates,
12888 Fremontia; Ada Turner, 22407 Franklin Street; Dolores Kossman,
22735 Desoto Street; and Judy Dooley, 22432 Franklin Street. Mayor
Tillinghast closed the meeting to public comment.
RESOLUTION NO. 80-15
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE,
CALIFORNIA, REQUESTING THE PUBLIC UTILITIES COMMISSION TO DIRECT
AND AUTHORIZE PACIFIC TELEPHONE COMPANY TO INCLUDE THE CITY OF
GRAND TERRACE IN THE TOLL -FREE AREA OF THE CITY OF SAN BERNARDINO.
CC-80-127 Motion was made by Councilman Petta, seconded by Councilman
Grant and carried unanimously to send a resolution to the Pacific
Telephone Company, the Public Utilities Commission and any
other parties, telling them of our intent to pursue changing
the telephone zoning of Grand Terrace from 783- prefixes to 824-
or 825- prefixes, until it is successful.
RESOLUTION NO. 80-14
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE,
CALIFORNIA, SETTING FINE AND/OR PUNISHMENT FOR INFRACTION OF
ORDINANCE NO. 32 PERTAINING TO THE ADVERTISING DISPLAY AND SALE
TO MINORS OF PARAPHERNALIA COMMONLY ASSOCIATED WITH THE USE
OF NARCOTICS.
Mayor Tillinghast opened this matter to public comment. Bob Yeates,
12888 Fremontia, addressed Council regarding the penalty and
confiscation. Mayor Tillinghast closed the meeting to public comment.
CC-80-128 Motion was made by Councilman Grant, seconded by Councilman Rigley
and carried unanimously to adopt Resolution No. 80-14.
HOUSING TRACT SIGNS
Following City Manager Seth Armstead's briefing and discussion,
CC-80-129 Motion was made by Councilman Rigley, seconded by Councilman Nix
and carried unanimously to direct Staff to grant a waiver to
Palmer Homes to keep the current Woodrun 4' X 6' Subdivision
Directional Signs in their current locations until such a date
as covered in the original permit issued.

CC-80-130 Motion was made by Councilman Petta, seconded by Councilman
Rigley and carried unanimously to direct Staff to proceed with
amending Ordinance No. 27, Article V, Section 2E and to proceed
with negotiating a contract, at no cost to the City, with the
Building Industry Agency, as outlined in the April 17, 1930,
Staff Report's request 1 and 2. (A copy of the Staff Report is
on file in the City Clerk's Office.)
Mayor Tillinghast opened this matter to public comment and the follow-
ing citizens addressed Council regarding illegal signs: Geoff
Dooley, 22432 Franklin Street, and Bob Yeates, 12888 Fremontia.
Mayor Tillinghast closed the meeting to public comment.
Council directed Staff to notify the affected individual groups
requesting voluntary compliance, at the earliest possible date,
so that sending a Deputy Sheriff will not be necessary.
DATA PROCESSING - REVIEW OF PROPOSALS FOR AWARD
City Manager Seth Armstead briefed Council regarding this matter.
CC-80-131 Following discussion, Motion was made by Councilman Grant,
seconded by Councilman Petta and carried unanimously to award the
Data Processing Contract to Alexander Grant & Company, in accordance
with the Proposal, at an initial cost of $6,520 and monthly
maintenance cost of $803, with the stipulation that the provision
contained in the proposal relating to the retention of ownership
of software by the Vendor be deleted.
CLARIFICATION OF POLICY RELATING TO COMMITTEE MEMBERSHIP
This item was deferred to a later Council Meeting, pending
Committee input.
ORDINANCE NO. (FIRST READING)
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE,
CALIFORNIA, AMENDING PORTIONS OF ORDINANCE NUMBER 24, ESTABLISHING
REGULATIONS AND CHARGES FOR THE ACQUISITION OF SEWER SERVICES.
CC-80-132 Following discussion and corrections, Motion was made by Council-
man Petta, seconded by Councilman Grant and carried unanimously to
adopt the introduction of the Ordinance, as amended, by title
only.

COMMISSION AND COMMITTEE REPORTS
PLANNING COMMISSION
Commissioner John McDowell reported the following: (11 The
Planning Commission's meeting with Enineering Staff; (2) Cities'
right to create ordinances to establish aesthetic standards
and enforcement. (3) Thanked the Engineering Department for
negotiating a procedure for establishing crossings over the Gage
Canal. (4) Congratulated, on behalf of the Commission, the
Election winners.
PARKS & RECREATION COMMITTEE
Geoff Dooley, Chairman, reported on the following: Cl) The
resignation of Annie Ramos. Vacancies now exist for a regular
and an alternate member.
CC-80-133 Motion was made by Councilman Rigley, seconded by Councilman
Petta and carried unanimously to accept the resignation of
Annie Ramos from the Parks & Recreation Committee.
(2) Annie Ramos was asked to review the applications for a
Parks & Recreation Director. (3) Presented Councilman Petta
with an official result of the "Train, Don't Strain" Run and
congratulated him on finishing the 5k race. (4) A meeting with
the Principal of the Terrace Hills Jr. High School regarding
joint City/School recreational facilities.
RESOLUTIONS OF APPRECIATION
Councilman Petta presented Resolutions of Appreciation to the
Parks & Recreation Committee for the outstanding manner it has
served the community since the City's incorporation, and to Committee
Member Ron Poll for his outstanding efforts as Chairman in
organizing the First Annual Grand Terrace "Train, Don't Strain"
Run.
ENERGY COMMITTEE
Committee Member Seth Armstead reported the following:
Cl) Meeting will be held April 25, 1980; (2) Initial study for
hydro -electric generation through Grand Terrace by the San
Bernardino Municipal Valley Water; (3) Jack Allen has volunteered
to serve on the Energy Committee.
Councilman Petta read a letter from Doug Erway dated April 10, 1980,
expressing his desire to resign as Leader of the Energy Committee,
to remain as a member, and recommending Eugene Tidwell be
appointed Leader of the Committee.* (A copy of this letter is on
file in the City Clerk's Office.)

VOLUNTEER SERVICES COMMITTEE
Bob Yeates, Chairman, reported on the following: Cl) Free Dump
Day Saturday, April 26. (2) Possibility of placing the "Accent
on Youth" Account into an Interest -Bearing Account. (3) Support
of their Committee to the Clean Community System. (4) Christmas
decorations for 1980. (5) Establishing a sub -committee for the
purpose of establishing the Grand Terrace first annual Fourth of
July Picnic.
CRIME PREVENTION COMMITTEE
Judy Rinderhagen, Chairman, reported on the following: (1) A new
propective Committee member. (2) Will Be working with the Cub
Scouts on a bicycle safety program. (3) Advertisi.ng of the
Neighborhood Watch Program and other services of the Crime
Prevention Committee. (4) Finalizing a large program to make the
community aware of their "We Tip" and "Neighborhood Watch"
programs.
RECESS
Mayor Tillinghast called a Recess at 9:34 p.m.. Council reconvened
at 9:43 p.m. with all members present.
COUNCIL REPORTS
Mayor Tillinghast presented a Certificate of Commendation and a
plaque to Councilman Petta in appreciation of service during
his term as Charter Mayor of the City of Grand Terrace.
CITY ENGINEER REPORT
COST OF FLASHING YELLOW SIGNALS
City Engineer Joe Kicak briefed Council and recommended they
make no decision until the results of a traffic study presently
being conducted by San Bernardino County are received.
Following discussion, Mayor Tillinghast opened the -meeting to
public comment regarding this matter. Judy Rinderhagen, 12738
Wilmac, voiced concern for the children's safety. Mayor Tillinghast
closed the meeting to public comment.
CC-80-134 Motion was made by Councilman Grant, seconded by Councilman Nix
to approve the purchase of two flashing yellow signal lights at
an estimated cost of $2,000 per light, to be installed on Barton
Road between Vivienda and Michigan. Following further discussion
the Motion carried unanimously.

REVIEW OF BIDS FOR SIDEWALKS ON DE BERRY STREET
Following briefing by City Engineer Joe Kicak recommending
B.J. Construction Company as low bidder at $21,856.00,
CC-80-135 Motion was made by Councilman Petta, seconded by Councilman Grant
to award the Sidewalk Contract to B. J. Construction Company
and to authorize the Mayor to execute the Contract.
Following discussion, the Motion carried unanimously.
CITY MANAGER REPORT
City Manager Seth Armstead reported on the following: (11 New
Mayors and Council Members Institute to be held in Santa Clara
on May 8-10, 1980.
CC-80-136 Motion was made by Councilman Nix, seconded by Councilman Petta
and carried unanimously to authorize Councilman Rigley to attend
the New Mayors and Council Members Institute to be held in Santa
Clara on May 8-10, 1980, an- to purchase tapes of the Institute,
C2) City Attorney Fees.
PUBLIC PARTICIPATION
The following citizens addressed Council: Judy Rinderhagen,
12738 Wilmac, regarding house on Mt. Vernon which is to be torn
down; Bob Yeates, 12888 Fremontia, regarding illegal signs; Ron
Hoover, 12512 Pascal Street, regarding traffic sign location,
weed abatement and keeping citizens informed; John McDowell,
22690 Cardinal, regarding weed abatement and Planning Commission
Work Sessions; Dolores Kossman, 22735 DeSoto St., regarding
street sweeping and Council Minutes; Dick Rollins, 22700 DeBerry
St., regarding police protection; Helen Stutes, 12587 Michigan,
regarding a storm drain problem; and Marshall Linn, Urban Futures,
Inc., regarding final billing settlement.
EXECUTIVE SESSION
Council adjourned to Executive Session at 11:00 p.m., with
City Manager Seth Armstead, City Attorney Ivan Hopkins, City
Engineer Joe Kicak and Administrative Services/Finance Officer
Ed Clark in attendance.
RECONVENE REGULAR COUNCIL MEETING
The regular meeting of the City Council reconvened at 11:30 p.m.,
with all members present. Mayor Tillinghast reported the Executive
Session dealt with personnel and litigation.

URBAN FUTURES BILLING
Mayor Tillinghast announced the Council unanimously decided to
pay $3,120 as final settlement of any claims to Urban Futures,
Inc.

The regular meeting of the City Council was adjourned at 11:39 p.m..
A Public Work Session will be held Thursday, May 1, 1980, at
4:00 p.m. followed by the regular meeting at 6:00 p.m..
