07/03/1980CITY OF GRAND TERRACE COUNCIL MINUTES REGULAR MEETING - JULY 3. 1980 A Regular Meeting of the City Council of the City of Grand Terrace was called to order at 12354 Mt. Vernon, First Baptist Church of Grand Terrace, Grand Terrace, California, at 6:41 on July 3, 1980. PRESENT: Thomas A. Tillinghast, Mayor Tony Petta, Councilman Roy W. Nix, Councilman Jim Rigley, Councilman Seth Armstead, City Manager Ivan Hopkins, City Attorney Joe Kicak, City Engineer Myrna Lindahl; City Clerk ABSENT: Hugh J. Grant, Mayor Pro Tempore The meeting was opened with invocation by Pastor Jungsik Yoo, Loma Linda Korean Church of Seventh Day Adventist, followed by the Pledge of Allegiance led by Mike Whipple. ITEMS TO DELETE Agenda Item 2 - Approval of Minutes (6-12-80) (6-19-80) Agenda Item 5A - Community Center Lease ITEMS ADDED Presentation by Judge David McKenna regarding the Justice Court System. EXECUTIVE SESSION Council adjourned to an Executive Session at 6:43 p.m. with City Manager Seth Armstead, City Attorney Ivan Hopkins and Captain Phil Schuyler, San Bernardino County Sheriff's Department, in attendance. RECONVENE Council reconvened the reaular meetina at 6:52 p.m., with all members present except Councilman Grant. Mayor Tillinghast announced the Executive Session dealt with personnel matters and no action was taken. Page one - 7/3/80 JUSTICE COURT SYSTEM Judge David McKenna addressed Council, stating the Board of Supervisors is considering the annexation of Loma Linda, Colton and Crest Forest Justice Courts into a Central Division of Municipal Courts. The Crest Forest and Loma Linda Courts would go out of existence, and the Colton facility would be serviced by a judge on a rotating basis by the San Bernardino Municipal Court. Judge McKenna requested Council consider a resolution opposing this annexation. CC-80-247 Following discussion, Motion was made by Councilman Nix, seconded by Councilman Rigley and carried unanimously to adopt a resolution and prepare a letter to the San Bernardino County Board of Super- visors opposing the plan to consolidate the Justice Court in Colton into the Central Municipal Court System. CONSENT CALENDAR CC-80-248 Motion was made by Councilman Rigley, seconded by Councilman Petta and carried unanimously to approve the following Items on the Consent Calendar: A. Approval of Check Register No. 070380. B. Approve reimbursement for trip to Sacramento 6-25-80 by Mayor & City Manager for signing of AB 1495 (Vuich). City Manager Seth Armstead stated that Item 43, one-year Maintenance Contract for a Dictaphone recorder/transcriber, on Check Register No. 070380 is deleted, since the item was stolen. COMMISSION & COMMITTEE REPORTS Chairman Geoff Dooley reported the following: Their next meeting is July 7, 1980; Gymnastics Program; Summer Day Camp; notices of opening for Community Services Director and Job Description will be sent to the nine applicants for the Parks & Recreation Director position; meeting with City Staff, Mayor and Little League repre- sentatives; Motocross Track. EAGLE SCOUT PROJECT Boy Scout Ben Bartley addressed Council stating the tree project was completed, with $935.00 being donated by 27 sponsors to purchase 28 trees. Ben Bartley thanked Council, Howard Ellis CSun-Telegraml, Scout Master Bob Yeates, Parks & Recreation Committee, Boy Scout Troop 40 and Brian Esgate CCity Engineering Dept.) for helping him with his project. Mayor Tillinghast commended Ben Bartley. Page two - 7/3/80 COLTON-GRAND TERRACE LITTLE LEAGUE Mayor Tillinghast read a Press Release dated July 3, 1980, which related to problems confronting the Colton -Grand Terrace Little League regarding availability of playing fields for the two leagues. ENERGY COMMITTEE City Manager Seth Armstead reported the following: The Committee met June 27 to discuss the energy element and energy policy; an Energy Efficiency Survey is completed; demonstration of solar panels. VOLUNTEER SERVICES COMMITTEE Chairman Bob Yeates reviewed the schedule for the July 4th picnic. CRIME PREVENTION COMMITTEE Chairperson Judy Rinderhagen reported the following: Neighborhood Watch Program Meeting on June 30 was successful; election for Chairman and Vice Chairman will be held July 14; recommended appointing Evelyn Strawn to the Committee. M CC-80-249 Motion was made by Councilman Rigley, seconded by Councilman Petta and carried unanimously to appoint Evelyn Strawn to the Y Crime Prevention Committee. CURB PAINTING City Engineer Joe Kicak briefed Council regarding this matter. Yvonne Best, 11731 Mt. Vernon Avenue, addressed Council; referred to the letter dated June 13, 1980, her father, Vaughn M. Best, had written to Council and the City Manager; and recommended placing a stop sign at the corner of Brentwood and Mt. Vernon Avenue. Mr. Kicak addressed each of the four alternatives recommended by Mr. Best in his June 13, 1980, letter. CC-80-250 Following discussion, Motion was made by Councilman Rigley, seconded by Councilman Nix and carried unanimously to defer this matter to the meeting of July 17, 1980, for further investigation. The Sheriff's opinion on this matter will be requested FIRE RESCUE EQUIPMENT DONATION CC-80-251 Motion was made by Mayor Tillinghast, seconded by Councilman Rigley that Council donate one -tenth of the approximate cost, $1,600.00 to purchase equipment for the Fire Rescue Vehicle. Page three - 7/3/80 Following discussion, Motion was made by Councilman by Councilman Nix to amend Motion No. CC-80-251 to $5,000.00. Following discussion, the amendment to carried unanimously, and the amended Motion carried STREET SWEEPING CONTRACT Petta, seconded a donation of the Motion unanimously. City Manager Seth Armstead briefed Council stating Inland Power Sweeping now has a new owner and recommended renegotiating the Contract on an hourly basis. Mr. Kerry Rieger, owner of Inland Power Sweeping, addressed Council, recommending the streets be cleaned on an hourly basis rather than a curb -mile basis. Discussion was held regarding dumping and water facilities. Mayor Tillinghast opened the meeting to public participation. Dick Rollins, 22700 DeBerry, questioned if Inland Power Sweeping has made a study of Grand Terrace regarding how many eight -hour days it will take to clean Grand Terrace. Mr. Rieger stated it will take a good four days. Bob Yeates, 12888 Fremontia, stated, as Vice -Chairman of the Clean Community System, he opposes the dumping of debris within the City and requested he be involved in any decision regarding a dumping area other than the County dump. Dolores Kossman, 22735 Desoto, questioned how the citizens will be notified when their streets are to be swept, and how overtime will be determined. Dick Rollins recommended Engineering notify Mr. Rieger of key points or problem areas. Mayor Tillinghast then closed the meeting to public participation. CC-80-252 Motion was made by Councilman Nix, seconded by Councilman Rigley and carried unanimously to prepare a negotiated bid for consideration at the August 7, 1980, meeting. The Contract is to specify provisions for water and the dumping of the debris. CITY ENGINEER REPORT City Engineer Joe Kicak reported the following: Demolition of the house on Pico Street will begin July 13, 1980; legal notifications have been given on the house on Barton Road -- plan to come back to Council at the meeting of July 17, 1980, to request authoriza- tion to proceed with demolition to be placed on the tax rolls; flashing yellow signals on Barton Road and Michigan -- the poles are installed and awaiting power from Southern California Edison Co. CITY ATTORNEY REPORT City Attorney Ivan Hopkins briefed Council on the following: A potential conflict of interest regarding approval of the Community Center Lease, since three members of Council are Board Members of the Lions Club. Mr. Hopkins stated the citizens can legally be held responsible for repairing sidewalks, curbs and gutter damaged by parkway trees, and recommended Council establish a policy regarding this matter. 0 Page four - 7/3/80 Mayor Tillinghast opened the meeting to public participation. Bob �_. Yeates, 12888 Fremontia, voiced objection to the citizens paying for repairs for damage done to sidewalks by parkway trees -- feels there is a limit to the responsibility of the citizens. Mr. Yeates also asked what would happen if a citizen decided to remove a tree and not replace it. Mr. Hopkins said citizens are required by ordinance to have some trees in front of their houses, so they would have to replace the tree, and would have to replace the side- walk. Dick Rollins, 22700 DeBerry, stated the City of Riverside, by means of a grant, had a program three years ago to remove and replace Chinese Elm trees which were damaging sewers and water lines with other trees, as well as replacing sidewalks. He recommended the City investigate the possibility of obtaining a similar grant program. Mayor Tillinghast closed the meeting to public participa- tion. PARKING CITATION FORM CC-80-253 Following discussion and briefing by City Attorney Hopkins, Motion was made by Councilman Petta, seconded by Councilman Nix and carried unanimously to adopt the Parking Citation Form from Information Systems Design, Inc., Santa Ana, California, for the City of Grand Terrace as presented by City Attorney Hopkins. CITY MANAGER REPORT City Manager Seth Armstead advised Council he will be on vacation from July 7 to July 11, 1980. COUNCIL REPORTS Councilman Rigley questioned when and how advertising would begin for the positions of Community Services Director, Planning Director and Administrative Assistant. Mayor Tillinghast stated Council has approved the positions; however, before they can be advertised, the job descriptions must be approved by Council. Councilman Petta stated he attended SANBAG and Omnitrans meetings in the absence of Councilmen Grant and Nix. RESOLUTION OF APPRECIATION A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE EXPRESSING APPRECIATION TO CARLOS DIAZ. CC-80-254 Motion was made by Councilman Petta, seconded by Councilman Nix and carried unanimously to approve the Resolution of Appreciation for presentation to Carlos Diaz at the July 4th picnic. Mayor Tillinghast questioned the status of Ordinance No. 11 revision; referred to a letter written by Jean Peters regarding opossums and directed Staff to make a positive response to Mrs. Peters. Page five - 7/3/80 CC-80-255 Motion was made by Mayor Tillinghast,_seconded by Councilman Rigley and carried unanimously to authorize sending a letter of support to the Honorable Edmund G. Brown, Jr., Governor, for Senate Bill 1660 (Presley). CC-80-256 Following briefing by Mayor Tillinghast, Motion was made by Council- man Rigley, seconded by Mayor Tillinghast and carried unanimously to direct Staff to send letters to our representatives at the State Capitol and Governor Brown indicating the City's strong desire to have an Inspection Maintenance Program instituted so the City will not be adversely affected regarding Federal Government funding. PUBLIC PARTICIPATION Dick Rollins, 22700 DeBerry, stated he provided Staff a job descrip- tion for the Community Services Director; City Manager Armstead stated this outline will be given to Council and letters will be sent to the nine Parks & Recreation Director applicants. Mr. Rollins offered to keep expensive City equipment in his home until proper safeguards are instituted at City Hall. Judy Rinderhagen, 12738 Wilmac, stated the Blue Mountain Radio Club will be on Red Flag Patrol, July 4th, in Grand Terrace and Reche Canyon. Stated arson signs will be posted.
