COUNCIL MINUTES
ADJOURNED REGULAR MEETING - SEPTEMBER 25. 1980
An adjourned regular meeting of the City Council of the City of Grand Terrace was
called to order at 12354 Mt. Vernon, First Baptist Church of Grand Terrace,
Grand Terrace, California, at 6:01 p.m., on September 25, 1980.
PRESENT: Thomas A. Tillinghast, Mayor
Hugh J. Grant, Mayor Pro Tempore
Tony Petta, Councilman
Roy W. Nix, Councilman
Edward Clark, Finance/Administrative Services Officer
James Craig, Clayson, Rothrock & Mann
Joe Kicak, City Engineer
Myrna Lindahl, City Clerk
ABSENT: Jim Rigley, Councilman
Seth Armstead, City Manager
The meeting was opened with the Pledge of Allegiance, led by
John Rezendes' Herrick.

ALGAE GROWTH ON CITY STREETS
Discussion was held regarding factors possibly contributing to
algae growth and the collection of debris in the vicinity of
11959 Arliss Drive, Mr. Arkebaur's residence, where no curb and
gutter exists, and the residence north of Mr. Arkebaur's, which
has curb and gutter. Council concluded the possible factors to
be the steep grade break and the roughness of the surface, and
requested Engineering Staff to check the area once again to see
if the area can be smoothed out in some manner to alleviate the
collection of debris. Council also requested Engineering Staff
to prepare a list of all areas in the City which have an algae
growth problem.

STREET SWEEPING
Council expressed dissatisfaction with the present street sweeping
program and the scheduling, questioning the adequacy of the
equipment, whether water is used, and the present method of
scheduling the streets to be swept and properly notifying the
residents of the schedule. Council requested a demonstration
of the equipment and a complete evaluation of the entire program
and contract.
CABLE TELEVISION
Mayor Tillinghast advised Council correspondence was received from
Buena Vista Cable Television indicating an interest in a franchise
with the City, and directed Staff, with the concurrence of Council,
to investigate the possibility of establishing a franchise for cable
television in the Grand Terrace corporate boundaries.
COUNCIL MINUTES
Councilman Grant stated he will be using the statement "for the
record" in the future to ensure inclusion of specific items in
the Council Minutes.
EXECUTIVE SESSION
Council adjourned to an Executive Session at 6:18 p.m, with James
Craig, Clayson, Rothrock & Mann, Ed Clark, Finance/Administrative
Services Officer, and Joe Kicak, City Engineer, in attendance.
RECONVENE
Council reconvened the adjourned regular meeting at 7:35 p.m.,
with all members present, except Councilman Rigley. Mayor
Tillinghast announced litigation had been discussed, with the
City Council authorizing the Mayor to represent and act for the
City of Grand Terrace Friday, September 26, 1980 in Court, at
what is hoped to be the final settlement meeting, with respect
to the current litigation between the Cities of Colton and
Grand Terrace.
ADJOURN
The adjourned regular meeting of the City Council adjourned at
7:36 p.m. The next regular meeting will be held October 2, 1980.
A Public Work Session will be held at 4:00 p.m., followed by the
regular meeting at 6:00 p.m.
