10/23/1980lex CITY OF GRAND TERRACE COUNCIL MINUTES ADJOURNED REGULAR MEETING - OCTOBER 23, 1980 An adjourned regular meeting of the City Council of the City of Grand Terrace was called to order at 12354 Mt. Vernon, First Baptist Church of Grand Terrace, Grand Terrace, California at 4:05 p.m., on October 23, 1980. PRESENT: Thomas A. Tillinghast, Mayor Hugh J. Grant, Mayor Pro Tempore Tony Petta, Councilman Roy W. Nix, Councilman (arrived at 4:12 p.m.) Jim Rigley, Councilman Edward Clark, Finance/Administrative Services Officer Joe Kicak, City Engineer Myrna Lindahl, City Clerk ABSENT: Seth Armstead, City Manager Ivan Hopkins, City Attorney The meeting was opened with the Pledge of Allegiance, led by Howard Ellis. ITEMS ADDED TO AGENDA (1) School & Park Facilities Master Plan (2) Storm Drain Trench Failure (3) Telephone Dialing Area SCHOOL & PARK FACILITIES MASTER PLAN Mr. Ed Clark stated Mr. Jacobsen, Colton Joint Unified School District, requested Council review and approve the proposed plan prior to submittal to the School Board. Engineering Staff, Brian Esgate, briefed Council, and displayed the layout for the proposed facilities, to be located on both City and school properties Council concurred with the School & Park Facilities Master Plan. Mayor Tillinghast stated no formal Council action would be required, and requested Councilman Nix be shown the proposed layout prior to submittal to Colton Joint Unified School District. Page one - 10/23/80 STORM DRAIN TRENCH FAILURE Mr. Ed Clark stated Engineering Staff has been negotiating this failure, located at DeBerry and Stonewood, with San Bernardino County Flood Control in an effort to get them to accept responsi- bility for the repair, since it relates to a storm drain. Councilman Nix arrived at 4:12 p.m. Engineering Staff, Brian Esgate, stated the cost to repair the failure will be approximately $2,000.00. Negotiations will continue with Flood Control regarding their acceptance; however since a hazardous condition exists, Mr. Estate requested approval to repair the failure immediately, with work not to proceed until Flood Control has examined the area. CC-80-363 Motion was made by Councilman Grant, seconded by Councilman Petta and carried unanimously to authorize an informal contract to be administered by the City Engineer's Office to repair the severely damaged area at DeBerry and Stonewood, with the stipulation that San Bernardino County be contacted for the purpose of seeing how much they will pay. TtLEPHON'E DIAL114G AREA Council discussed a letter received from Mr. Paul Popenoe, Jr., Public Utilities Commission, dated October 14, 1980, addressed to Mayor Tillinghast. Councilman Petta recommended contacting the telephone company and the Public Utilities Commission regarding the specific requests of the City in previous corres- pondence with them. Discussion was also held regarding relin- quishing the 783 prefix, and questions raised regarding lifeline rates and base rates paid by Colton residents. Mayor Tillinghast directed Staff to procure the necessary information, i.e., basic rates for the Grand Terrace and Colton exchanges, and the lifeline rates, prior to further Council action. RECESS Mayor Tillinghast called at Recess at 4:23 p.m. Council reconvened at 4:27 p.m., with all members present.
