315 ORDINANCE NO. 315
AN ORDINANCE OF THE CITY COUNCIL OF THE. CITY OF GRAND
TERRACE REVISING APPENDIX A TO CHAPTER 12.28 (STREET AND
PARKWAY TREES) OF TITLE 12 (STREETS, SIDEWALKS AND PUBLIC
PLACES)
WHEREAS,Appendix A to Chapter 12.28 "Street and Parkway Trees"sets forth the
list of approved trees for planting in the City parkway; and
WHEREAS,Appendix A to Chapter 12.28 "Street and Parkway Trees"was reviewed
by a certified arborist and recommendations were made of species to add or remove from
the list to diversify the selection of City parkway trees for the City's urban forest; and
WHEREAS, the City Council of the City of Grand Terrace finds that it is in the
interest of the health, welfare and safety of the public to diversify.and strengthen the City's
urban forest; and
WHEREAS, the Project is covered by the general rule (Section 15061(b)(3)) that
CEQA applies only to projects which have the potential for causing a significant effect on
the environment. Where it can be seen with certainty that there is no possibility that the
activity in question may have a significant effect on the environment, the activity is not
subject to CEQA. The proposed regulations will not have a direct significant impact on the
environment because the revisions merely establish the type.of trees that may be planted
within city parkways; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF GRAND TERRACE
DOES HEREBY ORDAIN AS FOLLOWS:
SECTION 1. Appendix A to Chapter 12.28 "Street and Parkway Trees" of Title 12
"Streets, Sidewalks and Public Places" of the Grand Terrace Municipal Code is hereby`
revised as follows:

SECTION 2. Pursuant to the provisions of the California Environmental Quality Act
r ("CEQA") (California Public Resources Code Sections 21000 et seq.) and State CEQA
guidelines (Sections 15000 et seq.) this Ordinance is exempt pursuant to Section
15061(b)(3) of Title 14 the California Code of Regulations.
SECTION 3. Any provision of the Grand Terrace Municipal Code or appendices
thereto that are inconsistent with the provisions of this Ordinance, to the extent of such
inconsistencies and no further, is hereby repealed or modified to that extent necessary to
effect the provisions of this Ordinance.
SECTION 4. If any section, subsection, sentence, clause, phrase or portion of this
ordinance is for any reason held to be invalid or unconstitutional by the decision of any
court of competent jurisdiction, such decision shall not affect the validity of the remaining
portions of this Ordinance. The City Council of the City of Grand Terrace hereby declares
that'it would have adopted this Ordinance and each section,'subsection, sentence, clause,
phrase, or portion thereof, irrespective of the fact that any one or more sections,
subsections, sentences, -clauses, phrases or portions be declared invalid or
unconstitutional.
SECTION 5. The Mayor shall sign, and the City Clerk shall certify to the passage
and adoption of this Ordinance and shall cause the same to be published and posted
pursuant to the provisions of law in that regard and this Ordinance shall take effect 30 days
after its final passage.

Terrace at a regular meeting held on the 27t" day of March 2018.
