Alternates on the Planning Commission
This staff report supports City Council Goal #5, “Engage in Proactive
Communication” by providing further community input on planning
matters.
On December 13, 2022, the City Council directed the City Attorney to
prepare the necessary materials relating to the establishment of
alternate members for the Planning Commission.
State Law Requirements
State law requires that the Planning Commission be at least 5
members, but it does not provide a maximum number.
State law does not address the use of planning commissioner
alternates.
Grand Terrace currently has 5 members for the Planning
Commission.
The Planning Commission also serves as the Site & Architectural
Review Board.
Proposed Ordinance
Under the proposed ordinance, the City Council would appoint 2 additional
members to the Planning Commission who would serve as alternates.
In order to create a staggering of terms, Alternate 1 would serve until June
30, 2024, while Alternate 2 would serve until June 30, 2026. Thereafter,
terms would be 4 years.
The proposed ordinance would also state that alternates would not be able to
be appointed as chair or vice-chair except on a temporary basis if both chair
and vice-chair are absent.
Number of Alternates
The City Council has the discretion to set the number of alternates (e.g.,
more than 2 alternates).
Any changes to the number of alternates will also require the terms and
staggering thereof would have to be revised to ensure consistency.
Compensation for Alternates
Attached with this report is a proposed resolution that sets up the stipends
for alternates as $25 per Planning Commission meeting attended, but not to
exceed $50 per month.
This is similar to the current compensation for regular members as $50 per
month in which at least one Planning Commission meeting is attended.
The resolution will take effect the same day that the proposed ordinance
takes effect.
(NOTE: This proposed resolution also restates the compensation for regular
Planning Commissioners without change.)
