On January 23, 2023, Council Member Allen attended the San Bernardino County
Veterans Advisory Committee and discussed the following:
• The PACT Act is a new law that expands VA health care and benefits for Veterans
exposed to burn pits, Agent Orange, and other toxic substances.
• The PACT Act adds to the list of health conditions that assume (or “presume”) are
caused by exposure to these substances. This law helps us provide generations
of Veterans—and their survivors—with the care and benefits they’ve earned and
deserve.
Lastly, Council Member Allen commented on all of the mass shootings nationally and
stated now is the time that the City prepares and trains the community in the Stop the
Bleed program. The program provides trauma kits to be placed around public buildings
out in the open for accessibility. Governor Newsom signed into law Assembly Bill 2260
which would require the person or entity responsible for managing a building, facility, and
tenants of the above-referenced occupied structures, including those that are owned or
operated by a local government entity, and that is constructed on or after January 1, 2023,
to comply with certain requirements, including acquiring and placing at least 6 trauma kits
on the premises, as specified, periodically inspecting and replacing the contents of a
trauma kit, restocking the trauma kit after each use if the property managing entity or
person is aware, or reasonably should be aware, that a trauma kit has been used, and
notifying tenants of the building or structure of the location of the trauma kits, as specified.
