2023-08RESOLUTION NO 2023-08 A RESOLUTION OF THE CITY COUNCIL OF GRAND TERRACE, CALIFORNIA, RECEIVING AND ACCEPTING THE CITY OF GRAND TERRACE GENERAL PLAN AND HOUSING ELEMENT ANNUAL PROGRESS REPORT FOR THE 2022 CALENDAR YEAR AND AUTHORIZING STAFF TO SUBMIT THE HOUSING ELEMENT ANNUAL PROGRESS REPORT FOR THE 2022 CALENDAR YEAR TO THE GOVERNOR'S OFFICE OF PLANNING AND RESEARCH (OPR) AND THE STATE DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT (HCD) Recitals WHEREAS, California Government Code Section 65400(a)(2) requires each of planning agency to provide an annual progress report to the City Council, the State Office of Planning and Research, and the California Department of Housing and Community Development (HCD) regarding progress toward implementation of the housing element of the general plan, and WHEREAS, an annual progress report for the 2022 calendar year has been prepared by the City of Grand Terrace, utilizing prescribed forms and instructions provided by HCD, and WHEREAS, all legal prerequisites to the adoption of this Resolution have occurred NOW THEREFORE, it is hereby found, determined, and resolved by the City Council of the City of Grand Terrace, as follows 1 The City Council hereby specifically finds that the facts set forth in the above Recitals are true and correct 2 The City Council hereby receives and accepts the 2022 Annual Progress Report on the General Plan and Housing Element (Housing Element Annual Progress Report Form 2022) ("Report") prepared by the City as set forth in the corresponding staff report and which is attached hereto as Exhibit "A" 3 The City Council hereby directs that the Report be forwarded to the State Office of Planning Research and HCD pursuant to California Government Code Section 65400(a)(2) CC Reso No
