Background
•The City of Grand Terrace Veterans Freedom Park currently has
one deteriorated trash enclosure.
•Frequently used by members of the community in addition to
City staff including Little League season and Veterans’Day
annual Ceremony.
Background
•City Staff sent out an invitation to submit bids and contacted
various local contractors including “B”General and “C-29”
Masonry licensed contractors.The companies and their total
base bids are as follow:

Background
•Scope of work includes demolition of the existing trash
enclosure and construction of a new enclosure.
•The new enclosure will be more accessible to guests and
include a retaining concrete curb,resurfacing of an asphalt
surface,a new wooden cover,and installation of existing metal
gates from the existing trash enclosure along with any needed
upgrades.
•The new enclosure will be built per the 2022 California
Building Codes with routine inspections performed by the
Building Division to verify code compliance.

Recommendation
•Staff is recommending that Council award and approve an
Agreement with Martin Lucio in an amount not to exceed
$33,000,plus a 10%contingency of $3,300 for demolition and
construction of a new trash enclosure at Veterans’Freedom
Park and authorize the City Manager to execute agreement
subject to City Attorney approval as to form .
•Alternatively,the City Council may also reject all bids.
Fiscal Impact
•The $33,000 plus 10%contingency of $3,300 for a total of
$36,300 will come from the General Fund.
