E.12-AED, Bleeding Control Kit, Narcan Supply KitPlanning Commission Public Hearing: An Ordinance to the Municipal Code requiring AEDs, Bleeding Kits, and Narcan Supply Kits in buildings July 25, 2023 2030 Vision Goals #2.Maintain Public Safety #4.Develop and Implement Successful Partnerships by working with Community Groups, Private, and Public Sector Agencies Background •The City of Grand Terrace currently does not have an ordinance requiring the following in occupied buildings: •Automatic External Defibrillator (AEDs) •Bleeding Control Kits •Narcan Supply Kits Background •Automated External Defibrillators (AED) –Used to help people experiencing sudden cardiac arrest with an easy-to-use medical device that can analyze a heart’s rhythm and deliver an electrical shock or defibrillation to help the heart re-establish an effective rhythm. Background •Bleeding Control Kits –Mainly used to prevent further blood loss for a victim suffering from a traumatic injury Background •Overdose Supply Kits (aka Narcan Supply Kits) – Mainly include a zippered bag, doses of naloxone, nasal misters, gloves, and directions to apply dosage. Helps in reversing opioid overdosing effects. Recommendation •Propose an amendment to Title 15 (Buildings and Construction)in the Municipal Code to require AEDs,Bleeding Control Kits,and Narcan (overdose)Supply Kits to occupied structures.Affected buildings include multi-family buildings, shared community buildings,and non-residential buildings when there is one of the following: •Building modification •Renovation •Remodel •Tenant improvement •Building ownership •Occupancy change •Building alteration requiring a permit per CBC [A]105.1 Recommendation •The following occupancies will require an AED,Bleeding Control Kit,and Narcan Supply Kit if any of the modifications previously mentioned are performed: •Group A,assembly buildings with an occupancy greater than 50 •Group B,business buildings with an occupancy greater than 50 •Group E,educational buildings with an occupancy greater than 6 •Group F,factory buildings with an occupancy greater than 50 •Group I,institutional buildings with an occupancy greater than 50 •Group M,mercantile buildings with an occupancy greater than 5 •Group R,residential buildings with an occupancy greater than 10 and not considered single-family that contain less than two dwellings •Group R-1,R-2,and R-4 occupancy with two stories or more, an AED,bleeding kit,and Narcan supply kit is required in every floor level. Recommendation •Staff recommends that the City Council hold a public hearing, with further reading waived,to adopt an ordinance requiring occupied non-residential buildings,shared community areas for multi-family complexes,and certain residential buildings not considered single-family as per CBC 310.1,to be equipped with AEDs,bleeding control kits,and Narcan supply kits undergoing through change of use,occupancy,ownership,or alterations where a building permit is required per CBC [A] 105.1 Safety Impact •Adoption of this ordinance will significantly increase public safety to the community by having these essential kits available and easily accessible to the public.
