1992-20 RESOLUTION NO. 92-20
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAND TERRACE ADOPTING THE SOURCE REDUCTION AND
RECYCLING ELEMENT, HOUSEHOLD HAZARDOUS WASTE
ELEMENT, AND MITIGATED NEGATIVE DECLARATIONS
INITIAL STUDIES FOR THE ABOVE TWO ELEMENTS
WHEREAS, all local government agencies are required to develop and implement
plans for reducing the amount of waste going into landfills by 25% by 1995 and 50
by the year 2000; and
WHEREAS, jurisdictions within the State of California are mandated by Assembly
(Chapter 1095) and the State of California to prepare a Source Reduction and Recycling
Element (SRRE) and a Household Hazardous Waste Element (HHWE); and
WHEREAS, the SRRE and HHWE are planning documents which will provide
guidance to achieve the waste reduction goals required by law: and
WHEREAS, the City of Grand Terrace has provided the opportunity for public
participation in the planning process and implementation of the SRRE through attendance
at informative meetings and public hearings; and
WHEREAS, the City of Grand Terrace has complied with Public Resources Code
Section 41793, as the City provide notice 30 days in advance, held a public hearing for the
Preliminary Draft of the SRRE and HHWE on October 10, 1991, and is conducting a public
hearing for the purpose of adopting the SRRE and HHWE; and
WHEREAS, the City of Grand Terrace has compiled with the California
Environmental Quality Act by preparing Mitigated Negative Declarations/Initial Studies for
the SRRE and HHWE; and
WHEREAS, the Final Draft of the SRRE, HHWE, and Mitigated Negative
Declaration/Initial Study have been reviewed by the California Integrated Waste
Management Board,State Clearinghouse,San Bernardino County Solid Waste Management
Department, San Bernardino County Solid Waste Task Force, other cities, the Fire
Department, Community Development Department, Public Works Department, and the
public;
NOW, THEREFORE, it is hereby resolved that the City of Grand.Terrace adopt
the Source Reduction and Recycling Element (SRRE), the Household Hazardous Waste
Element (HHWE), and Mitigated Negative Declarations/Initial Studies for the SRRE and
HHWE.
PASSED AND ADOPTED by the City Council of the City of Grand Terrace, California,
at a meeting held on the 13th day of August, 1992.
