A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAND TERRACE, CALIFORNIA, ADOPTING A
MULTI CITY DEFICIENCY PLAN ON I-215
WHEREAS, on March 23, 1994 SANBAG indicated to the Cities of Grand Terrace,
San Bernardino and Colton that there was a probable deficiency on I-215; and
WHEREAS, the San Bernardino County Congestion Management Plan specifies that
cities located adjacent to the freeway segments that are deficient shall serve as lead agencies
for the Deficiency Plan; and
WHEREAS, the attached letter initiates the Deficiency Plan process in a manner that
is amicable to the cities of Grand Terrace, San Bernardino and Colton; and
NOW, THEREFORE, BE IT RESOLVED that the City of-Grand Terrace hereby
adopts this resolution in support of the attached letter (Attachment A) defining a Deficiency
Plan Strategy to SANBAG dated April 21, 1994.
PASSED AND ADOPTED by the City Council of the City of Grand Terrace,
California, at a regular meeting held on the 28th day of April, 1994.

Re: Interstate 215 DeFciency Ptan
Dear Mr. McDaniel:
The City of Grand Terrace, City of San Bernardino and City of Colton recognize the need
for preparation of a deficiency plan for the I-215 from Junction 259 to the Riverside
Countyline. Because of the complexity and interrelatedness of transportation impacts on a
regional facility such as the I-215, we understand that the- burden of preparing and
implementing the deficiency plan should be a shared county-wide responsibility. Our role
should be to oversee and coordinate the deficiency plan process. -
Consistent with the intent of state Congestion Management Program (CMP) legislation, a
deficiency plan should be prepared, adopted and approved prior to the occurrence of a
deficiency. It is therefore prudent to undertake a deficiency plan for the I-215 at this time,
although we believe a review of Caltrans' existing level of service data is needed to confirm
or revise those results.
We are submitting this letter to request SANBAG's financial assistance for the full cost of
retaining a consultant to prepare a deficiency plan for the I-215, both north-bound and
south-bound, between Junction 259 and the Countyline. Each of our cities should jointly
direct the preparation of the deficiency plan, including: review and selection of a consultant;
determination of a scope of work; and review and approval of all work products. Issues to
be addressed through the deficiency plan should include:
1. Analysis, including independent traffic counts as appropriate, of the existing
traffic levels of service on these I-215 segments.
2. A corridor plan to examine capital improvements and supportive policy
strategies to maintain an acceptable level of service on the I-215. The
boundaries of the corridor plan will be determined as part of the deficiency
plan study.

I Alternative improvements (short and long term) to improve transportation
performance within the corridor, and reduce on-road emissions as required
by statute.
4. An action plan based on the above items consistent with CMP statute.
5. Strategies for incorporating the action plan into a valleywide, areawide or
countywide deficiency plan based on the Comprehensive Transportation Plan.
We.are anxious to move forward on this deficiency plan in order to conform with the
November 1994 CMP review date. Thank you for your consideration.
