1990-25 RESOLUTION NO. 90-25
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
` GRAND TERRACE , CALIFORNIA, URGING THE LEGIS-
LATURE TO AMEND THE STATUTE WHEREBY THEY
REPEALED THE REQUIREMENT TO HAVE LOCAL AGENCIES
ADHERE TO CERTAIN MANDATED PROGRAMS OR EXECUTIVE
ORDER , WHICH AFFECTS THE REQUIREMENT THAT LOCAL
AGENCIES MUST POST WITHIN THE 72-HOUR AGENDA
POSTING REQUIREMENT AND ELIMINATED THE REQUIRE-
MENT OF PUBLIC PARTICIPATION DURING MEETINGS
WHEREAS , the State Legislature has recently approved a
bill which has been interpreted to relax the January 1 , 1987
requirement that there be a posting of agendas at least 72 hours
before a regular meeting ; and
WHEREAS , the State Legislature also eliminated the
mandated requirement that local government bodies provide public
comment time during meetings ; and
WHEREAS , the City of Grand Terrace shall continue to
observe the Ralph M. Brown Act of January 1 , 1987 whereby the
72-hour posting be observed and , to continue to place public
comment on the agenda so that members of the public may address the
Council ; and
WHEREAS , the City of Grand Terrace feels that current
statute provides adequate disclosure and should be maintained .
NOW, THEREFORE, the City of Grand Terrace , by resolution ,
urges immediate legislation to restore the statute requiring the
72-hour posting of agendas before meetings and to place on the
agenda the provision of public comment during meetings .
