1987-31 RESOLUTION NO. 87-31 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE, CALIFORNIA RECOMMENDING APPROVING TPM-87-9 WHEREAS, the applicant, Stephen Fox has applied for approval of a tentative parcel map, dividing a 1.1 acre parcel into two lots of 20,495 and 22,230; and WHEREAS, a properly noticed public hearing was held by the Planning 'Commission on November 16, 1987, recommending approval of TPM-87-9 to the City Council; and WHEREAS, the City Council held a properly noticed public hearing on December 3, 1987, to consider approval of TPM-87-9. NOW, THEREFORE the City Council of the City of Grand Terrace, California, does hereby resolve as follows: Section 1. Findings - This City Council does hereby make the following findings relative to the approval of TPM-87-9: - 1. That the site is physically suitable for the proposed type of development. 2. That the site is physically suitable for the proposed density of development. 3. That the design of the subdivision and the proposed improvements are not likely to cause substantial environmental damage or substantially and avoidable injure fish or wildlife or their habitat. 4. That the design of the subdivision or type of proposed improvements are not likely to cause serious public health problems or cause. threat to life and property from a wildland conflagration. 5. That the proposed subdivision, together with the provisions for its design and improvements are consistent with the General Plan. 6. That the proposed subdivision, its design, density and type of development and improvements conform to the conditions imposed by the regulations of the Development Code, and the Municipal Code of the City of Grand Terrace. BE IT FURTHER RESOLVED that TPM-87-9 is hereby approved (Exhibit A) subject to the following conditions: 1. Comply with the standard development requirements of the City. 2. Prepare a Final Map in accordance with the provisions of the Subdivision Map Act and submit to the City Engineer for review. 3. Dedicate to provide for thirty-three (33) feet of half- street right-of-way on Pico Street. 4. Prior to approval of Final Map, submit street improvements plans and improve Pico as to standards required by the General Plan. 5. Provide the City with a "will serve letter" from Riverside Highland Water Company. 6. Provide plans for sewer extension to serve each lot and construct the required sewer system. 7. Pay any outstanding assessments for sewer on subject property. 8. The improvements to be installed shall be designed by the owner's civil engineer to the specifications of the City of �- Grand Terrace. 9. The water system and fire hydrants shall be installed in accordance with the requirements of the State Health and Safety Code, and in accordance with plans approved by City Engineer and Fire Marshall. 10. Prior to recordation of final map, obtain a letter of non-interference from any utility company which may have rights of easement within property boundaries. 11. Utility lines shall be underground. 12. Install 'ornamental street lights. 13. Prior to obtaining a building permit, owner shall process application for Site Plan and Architectural Development approval by the Planning Commission. 14. All vehicular access must be limited to Pico Street. 15. The Applicant shall meet all conditions of the Forestry and Fire Warden Department contained in its memo dated July 28, 1987 (attached as Exhibit B). ADOPTED this 3 r d day of December , 1987.
