2014-66 RESOLUTION NO. 2014-066 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE, CALIFORNIA, REVISING THE APPROPRIATIONS LIMIT FOR FISCAL YEAR 2014-15 WHEREAS, Article X111B of the California Constitution and Section 7910 of the California Government Code require that each year the City of Grand Terrace shall by resolution, establish an Appropriations Limit for the fiscal year; and WHEREAS, on June 24, 2014, the City Council adopted Resolution No. 2014-023, establishing the Appropriations Limit for Fiscal Year 2014-15 at$11,399,967; arid WHEREAS, the cost-of-living adjustment ("price factor") used-.in the Appr6priations Limit calculation was based on the change in California per capita personal incon3e of-0�3%, as provided by the California Department of Finance; and WHEREAS, an alternate cost-of-living adjustment ("price facto??)"was'allowable in the calculation based on the change in the City's assessed valuation from 20.11.to 2014 due to the addition of non-residential new construction, as provided by the County Assessor's Office; and WHEREAS, the above assessed valuation data was not available at the time Resolution ( No. 2014-023 was adopted; and WHEREAS, the assessed valuation data was provided by the County Assessor's Office subsequent to adoption of Resolution No. 2014-023, indicating that there was no change in assessed valuation from 2013 to 2014 due to non-residential new construction; and WHEREAS, using the assessed valuation change of 0.00% rather than the change in per capita personal income of -0.23%, results in a revision to the City's Appropriations Limit for Fiscal Year 2014-15, from $11,399,967 to $11,426,043; increasing the remaining appropriations capacity from.$8,535,336 to $8,561,412. ;\NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF GRAND TERRACE, CALIFORNIA,DOES HEREBY RESOLVE AS FOLLOWS: 1. That Resolution No. 2014-023 is hereby repealed. 2. That $11,426,043 is hereby established as the revised Appropriations Limit for the City of Grand Terrace for Fiscal Year 2014-15. 3. The City Council hereby adopts the findings and methods of calculation set forth in Exhibit A (Appropriations Limit Calculation—Revised) and Exhibit B (Proceeds of Tax Calculation).
