2017-23 RESOLUTION NO.2017-23 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE, ESTABLISHING A PARKS AND RECREATION COMMITTEE WHEREAS, the City Council of the City of Grand Terrace has determined that there is a need for a Parks and Recreation Committee to advise the City Council regarding the development and maintenance of park areas and recreation facilities for residents to enjoy and at the same time, protecting and preserving the environment for future generations; and WHEREAS, the Committee would be tasked with advising the City Council with regard to the establishment of programs and services that are consistent with resident needs, interests and that would add to their health, sense of well-being and sense of community. NOW THEREFORE , the City Council of the City of Grand Terrace DOES HEREBY RESOLVE, DETERMINE, AND ORDER THE FOLLOWING: SECTION 1. A Parks and Recreation Committee is hereby established with the purpose, membership, and responsibilities set forth in Exhibit "A" attached hereto. ,4 SECTION 2..The City Clerk shall certify to the passage and adoption of this l\ �" Resolution, and it shall take effect immediately and be in full force and effect. Adams II City Attorney EXHIBIT "A" TITLE PARKS AND RECREATION COMMITTEE PURPOSE To develop local opportunities to meet leisure needs as approved by the City Council. MEMBERSHIP AND APPOINTMENTS The Parks and Recreation Committee shall consist of five (5) members. All appointments shall be made by minute record of the City Council and shall . continue in effect until a successor is appointed. Each member of the City Council shall appoint one (1) member of the Parks and Recreation Committee. RESPONSIBILITIES The Parks and Recreation Committee will be guided by the general policy guidelines as approved by the City Council and will have the following duties: (1) To select from among their members,.a chair and a vice-chair. (2) To adopt rules and policies which will guide them in carrying out their responsibilities. (3) To determine needs and to develop programs pertaining to park lands and facilities and recreation programs. . (4) To make reports and recommendations to the City C o u n c i I as an advisory committee and to keep minutes of committee proceedings.
