1979-19 RESOLUTION NO. 79-19
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAND TERRACE, CALIFORNIA, OPPOSING IN CONCEPT
THE AIR QUALITY MANAGEMENT PLAN (AQMP) CHANGES
PROPOSED BY CALIFORNIA AIR RESOURCES BOARD
(ARB) AND RESOLVING TO SUPPORT SB 215 WHICH
WILL PROTECT LOCAL AUTHORITIES OF DEVELOPMENT
AND IMPLEMENTATION OF AQMP
WHEREAS, ARB's proposed changes would mean plan would not show
attainment of any Federal standard by.1987; and
WHEREAS, ARB's proposed changes would make region highly vulnerable .
to Federal sanction, whether initiated by EPA or by citizen suit; and
WHEREAS, ARB's proposed changes would complicate and delay con-
struction of new facilities and cause arbitrary growth restrictions; and
WHEREAS, ARB' s proposed changes would inject State agencies into all
stages of local planning and decision-making processes, and would require
that local land-use decisions be made part of State regulatory process;
and
WHEREAS, ARB's proposed changes would divert resources to unnecessary
continuing technical studies; and
WHEREAS, ARB's proposed changes would negate two-year local process
which resulted in an adopted plan with a broad consensus of support.
NOW, THEREFORE, the City Council of the City of Grand Terrace does
hereby RESOLVE to support S. B. 215 which will protect local authority in
its development and implementation of the South Coast Air Basing AQMP.
