1980-49 RESOLUTION NO. 80-49
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAND TERRACE, CALIFORNIA, RECITING THE FACT OF
THE SPECIAL MUNICIPAL ELECTION, CONSOLIDATED
WITH THE GENERAL ELECTION, HELD IN SAID CITY OF
GRAND TERRACE ON THE 4TH DAY OF NOVEMBER, 1980,
DECLARING THE RESULTS THEREOF AND SUCH OTHER
MATTERS AS ARE PROVIDED BY LAW.
WHEREAS, a Special Municipal Election was consolidated with
the General Election and held and conducted in the City of Grand
Terrace, County of San Bernardino, State of California, on Tuesday,
the 4th day of November, 1980, as required by law; and
WHEREAS, notice of said Election was duly and regularly given
in time, form, and manner as provided by the law; that voting precincts
were properly established; that Election Officers were appointed; and that,
in all respects, said Election was held and conducted by the San Bernar-
dino County Registrar of Voters and the votes cast thereas, received
and canvassed, and the returns made and declared in time, form, and manner
as required by the provisions of the Elections Code of the State of
California for the holding of elections in cities; and
WHEREAS, the San Bernardino County Registrar of Voters , pursuant
to the provisions of Section 17081 of the California Elections Code,
canvassed the returns of said Election and has certified the results
to this City Council , said results are received, attached and made a
part hereof as Exhibit "A" :
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF GRAND TERRACE,
CALIFORNIA, DOES RESOLVE AS FOLLOWS:
SECTION 1 . That there were seven (7) voting precincts estab-
lished for the purpose of holding said Election consisting of:
Voting Precinct 1 - comprising regular election precincts
Grand Terrace 1 and 2;
Voting Precinct 2 - comprising regular election precincts
Grand Terrace 3 and 5;
Voting Precinct 3 - comprising regular election precincts
Grand Terrace 4 and 6;
Voting Precinct 4 - comprising regular election precinct
Grand Terrace 7;
Voting Precinct 5 - comprising regular election precinct
Grand Terrace 8;
Voting Precinct 6 - comprising regular election precinct
Grand Terrace 9;
Voting Precinct 7 - comprising regular election precinct
Grand Terrace 10.
SECTION 2. That at said Special Municipal Election, the following
Measure was submitted to the electors of said City, to wit:
"Shall rental housing developments, as contemplated-
by Article 34 of the California Constitution, for elderly,
handicapped, low or moderate income persons be developed,
constructed, financed or acquired in the unincorporated
area of the County of San Bernardino and in participating
cities, subject to the following conditions:
"Housing built or rehabilitated pursuant to this
Measure shall not exceed 5% of the total dwelling units
within the unincorporated area of the County of San Ber-
nardino or, for participating cities, within the City.
"A city is a participating city if the City Council
adopted a resolution requesting participation in this
measure and submitted it to the Registrar of Voters on
or before August 22, 1980.
"No county or city general fund monies shall be
expended for such housing.
"No project shall be authorized by authority of this
Measure until such specific project is approved at a
properly noticed public hearing by the Board of Supervisors
or, for participating cities , by the City Council?"
SECTION 3. That the whole number of votes cast in said City
(except absent voter ballots) was 2,687;
That the whole number of absent voter ballots cast in said City
was 150, making a total of 2,837 votes cast in said City;
That the number of votes given at each precinct and the number
of votes given in the City for and against the measure were as listed
in Exhibit "A" attached.
SECTION 4. THE CITY COUNCIL OF THE CITY OF GRAND TERRACE DOES
DECLARE AND DETERMINE that as a result of said Election, a majority of
the qualified voters voting on said Measure relating to rental housing
developments for elderly, handicapped, low ,or moderate income persons
did vote in favor thereof, and that said proposition was carried, and
shall be deemed adopted and ratified.

SECTION 5. The City Clerk shall enter on the records of the
City Council of said City a statement of the result of said Election
showing:
a. The whole number of votes cast in the City;
b. The Measure voted upon;
c. The number of votes given at each precinct for
and against said Measure;
d. The number of votes given in the City for and
against said Measure.
SECTION 6. That the City Clerk shall certify to the passage
and adoption of this Resolution ; shall enter the same in the book of
original Resolutions of said City; and shall make a Minute of the
passage and adoption thereof in the records of the proceedings of the
City Council of said City, in the Minutes of the meeting which the same
is passed and adopted.
