RESOLUTION NO. 81-05
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAND TERRACE, SAP! BERNARDINO COUNTY, CALIFORNIA,
ESTABLISHING A PROJECT AREA COMMITTEE FOR THE RE-
VISED GRAND TERRACE COMMUNITY REDEVELOPMENT PROJECT
WHEREAS, the Redevelopment Agency and the Planning Commission
of the City of Grand Terrace have approved a preliminary plan and map
for the Revised Grand Terrace Community Redevelopment Project; and
WHEREAS, this City Council desires to establish a Project
Area Committee; and
WHEREAS, this City Council desires to consult with and obtain
advice from the Project Area Committee concerning the Revised Project
Area and the planning for the Revised Grand Terrace Community Redevelop-
ment Project;
NOW, THEREFORE, the City Council of the City of Grand Terrace
does hereby RESOLVE, DETERMINE, AND ORDER as follows:
SECTION 1 . That the above recitals are all true and correct.
SECTION 2. That there is hereby established a Project Area
Committee created for the purpose of consultation and advice as to the
boundaries of and planning for the Revised Grand Terrace Community Re-
development Plan as well as any other matters incident thereto.
SECTION 3. That the Project Area Committee shall be composed
of not less than ten (10) persons, who shall be residential owner-occupants,
residential tenants, businessmen, property owners, and members of existing
organizations within the Revised Project Area.
SECTION 4. That the names of the persons designated to serve
on the Project Area Committee are set forth on Exhibit "A" attached hereto,-,-.-
and made a part hereof.
SECTION 5. That the Project Area Committee is encouraged- to - -
function in accordance with the guidelines specified as follows: - - _ -
(a) The committee shall conduct its affairs in accordance -
with Roberts Rules of Order to the extent practicable;
(b) The committee shall elect appropriate officers for the
conduct of its affairs;
(_c) The members of the committee shall serve at the
pleasure of the City Council ;
(dj A majority of the members of the committee shall
constitute a quorum;
(e) Recommendations of the committee shall be approved by
a majority of the quorum; however, the committee may
also reflect any appropriate minority position;
(f) The committee shall meet from time to time .to study,_
plan, and make recommendations on the boundaries of
and planning for the Revised Grand Terrace Community
Redevelopment Plan;
(g) The committee or subcommittees thereof shall , from time
to time, consult with the staff and consultants of the
Redevelopment Agency and/or City;.
(h) The chairman or other designated representatives of the
committee shall make its report to the Redevelopment
Agency and City Council ; and
(i ) The committee shall conduct itself in accordance
with the provisions of the Community Redevelopment
Law, being Part 1 , Division 24 of the Health and
Safety Code.
SECTION 7. That the City Council hereby authorizes and directs
its staff and consultants to render all reasonable assistance to the
Project Area Committee.
