NOo . ,81 -07 RESCINDED - SEE RES . 82 - 24 RESOLUTION NO. 81- 07 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE, CALIFORNIA, APPROVING THE PRI- ORITY PLAN FOR EXPENDITURES OF THE COUNTY OF SAN BERNARDINO UNDER THE PROVISIONS OF THE CALI- FORNIA PARKLANDS ACT OF 1980 ON A PER CAPITA BASIS WHEREAS, the people of the State of California have enacted the California Parklands Act of 1980, requiring that each county shall con- sult with .all cities and districts within the County which are eligible to receive grant funds under provisions of Section 5096.156 of the Act and develop and submit to the State for approval a Priority Plan for ex- penditure of the County's allocation; and WHEREAS, said Priority Plan shall reflect consideration of deficiencies within the County in the preservation of historical resources and natural landscapes, as well as in the provisions of recreational areas and facilities; and WHEREAS; said Priority Plan shall also reflect regional - par-k .'--` '..- or open-space needs, as well as community and neighborhood park and' recreationneeds; and WHEREAS, the provisions of the parks and recreation needs- should also reflect other important statewide priorities, including; conservaiton of energy resources, recognizing the transportation limita--- tions of lower-income persons and the handicapped, encouraging the'use of mass transit, encouraging the planned use of strategically located vacant lands which have access to utilities and government services and increasing the benefit of already-existing facilities; and WHEREAS, the allocation of Bond Act funds was made to counties on a per-capita basis; and WHEREAS, parks and recreation needs determinations_ for planning and development purposes are made on a per capita basis; NOW, THEREFORE, BE IT RESOLVED by the City. -Council of the City of Grand Terrace as follows: SECTION 1 . That the Priority Plan be based on a per capita allocation of funds, said allocation being based on the preliminary 1980 census figures and reasonable estimates of population from those census figures for special districts whose boundaries do not coincide with census enumeration districts and who qualify for funding under the provisions of the Act, as this method will promote the consideration of projects that reflect all the aforesaid priorities. SECTION 2. That said per capita allocation, providing $3.37 per person, be consituted as set forth in Exhibit "A" and incorporated into this Resolution. SECTION 3. That this Resolution hereby gives the approval of the City of Grand Terrace to the priority plan as one of the cities and districts representing fifty percent (50%) of the population of the cities and districts within the County.
