1981-16 RESOLUTION NO. 81-16
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAND TERRACE, CALIFORNIA, SUPPORTING THE TELE-
COM- 'D' (TELECOMMUNICATIONS DEMONSTRATION) PRO-
GRAM AND THE IMPLEMENTATION OF SENATE BILL 597
(GREENE) .
WHEREAS, the deaf and severely hearing impaired have .experienced
isolation and economic dependence, when many could be contributing members
of society; and
WHEREAS, society has an obligation to provide adequate training
and education- to this target population; and
WHEREAS, the development of new technology makes it now both
possible and economically feasible for society to deal with providing
effective telecommunications access, opportunities for education, and
for employment and self-sufficiency; and
WHEREAS, new legislation, Senate Bill 597 (Greene) , will provide
a Telecommunication Device for the Deaf (TDD) to each person in the State
of California who is certified as deaf or severely hearing impaired (fin-
anced by a monthly surcharge of 15 cents per month for each telephone sub-
scriber) before January 1 , 1984; and
WHEREAS, Telecom- 'D' , the only project of its kind in the nation,
and Senate Bill 597 (Greene) , a first of this type of legislation, provides
to the Public Utilities Commission, whom the Legislature has charged with
implementation, an area and an agency with the required track record and
readiness for implementation of the PUC's program;
NOW, THEREFORE, the City Council of the City of Grand Terrace
does hereby support the Telecom-'D' (Telecommunications Demonstration)
Program and the implementation of Senate Bill 597 (Greene) .
