1981-43 RESOLUTION NO. 81-43
A -RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAND TERRACE, CALIFORNIA, STRONGLY OPPOSING THE
ADOPTION OF ASSEMBLY BILL 1721 (LOCKYER).
WHEREAS, Proposed Assembly Bill 1721 ,- introduced by
Assemblyman Lockyer, would provide for-binding arbitration and an
"Agency Shop"; and
WHEREAS, the establishment of either binding arbitration or
an Agency Shop would work to the severe detriment of-the City of Grand
Terrace -and all other municipal governments within the State of
California; and
WHEREAS, the adoption of Assembly Bill 1721 would establish
a detrimental system which does not conform with the traditional
employee/employer relationship existing between public employees and
municipal government in the State of California, and in the United
States; and
WHEREAS, this City and other municipalities within the State
of California are currently involved in a struggle to combat the
financial woes resulting from the current economy and from legislative
and initiative enactments imposing great constraints on the financial
existence- of local municipalities;
NOW, THEREFORE, the City Council of the City of Grand Terrace
does hereby resolve, determine, and order as follows:
SECTION 1 . ThaV the City Manager is hereby authorized and
directed to notify all legislators of the State of California
representing the area encompassing the City of Grand Terrace by
forwarding a copy of this Resolution to said legislators.
SECTION 2. That the City Manager and Staff are hereby
authorized and directed to do all actions necessary to implement the,
purposes of this Resolution.
