A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF GRAND TERRACE , COUNTY OF SAN BERNARDINO
STATE OF CALIFORNIA, CERTIFYING THE FINAL
ENVIRONMENTAL IMPACT REPORT ON THE REDEVEL-
OPMENT PLAN FOR THE REVISED GRAND TERRACE
COMMUNITY REDEVELOPMENT PROJECT AND MAKING
OTHER DETERMINATIONS
WHEREAS , ,the Grand Terrace Community Redevelopment Agency
( "Redevelopment Agency" ) has heretofore prepared and recommended
adoption of a Redevelopment Plan ( "Plan" ) for the Revised Grand
Terrace Community Redevelopment Project ( "Project" ) , pursuant to
the California Community Redevelopment Law, commencing with Section
33000 of the Health and Safety Code; and
WHEREAS , the City Council and Redevelopment Agency have here-
tofore preliminarily approved a Draft Subsequent Environmental
Impact Report ( "Draft EIR" ) on said Plan and have heretofore sub-
mitted said Draft EIR for public review and comment, pursuant to
California Environmental Quality Act, commencing with Section 21000
of the Public Resources Code:
NOW, THEREFORE , the City Council of the City of Grand Terrace
does hereby RESOLVE, DETERMINE AND ORDER as follows:
RECITALS
Section 1. That the above recitals are all true and correct.
DRAFT EIR
Section 2. That, with respect to said Draft EIR, this City
Council does hereby find and determine:
(a) That a Notice of Preparation of an environmental
impact report has been given in the time, form and
manner required by CEQA and State EIR Guidelines;
(b) That said Draft EIR has been completed in the
form and manner required by CEQA and State EIR
Guidelines;
( c) That a Notice of Completion for said Draft EIR
has been prepared and filed in the form and manner
required by CEQA and State EIR Guidelines;
(d) That public notice of the completion of said Draft
EIR has been given in the time, form and manner
required by CEQA and State EIR Guidelines;
(e) That said Draft EIR has been submitted for public
review and comment in the time, form and manner
required by CEQA and State EIR Guidelines;
( f) That a public hearing has been held on said Draft
EIR as recommended by CEQA and State EIR Guidelines;
(g) That the public hearing on said Draft EIR has been
noticed, held and conducted in the time, form and
manner recommended by CEQA and State EIR Guidelines;
and
(h) That no public agency, organization or interested
person h.as requested an extension of time to review
and comment on said Draft EIR within the time
specified in the Notice of Review and Comment.
FINAL EIR
Section 3 . That, with respect to the Final EIR on said Plan,
this City Council does hereby find and determine:
(a) That said Final EIR has been prepared and completed
in the form and manner required by CEQA and State
EIR Guidelines; and
(b) That the only significant_ effects on the - environ-
ment identified in said Final EIR will occur as a
result of and will exist only during construction
of the projects identified in said Plan; .
( c) That certain measures to mitigate or avoid said
significant effects on the environment have been
specified in said Final EIR; and
(d) That, subject to the mitigation measures, said
Plan will not have a significant effect on the
environment.
CERTIFICATION OF FINAL EIR
Section_ 4. That this City Council does hereby certify that
said Final EIR has been completed in compliance with CEQA and
State EIR Guidelines and that this City Council does hereby further
certify that it was reviewed and considered the information
contained in said Final EIR prior to approval of said Project.
MITIGATION MEASURES
Section 5. That this City Council does hereby find and deter-
mine that an environmental evaluation will be required prior to
construction of any project identified in said Plan, in order to
mitigate or avoid any significant environmental effects identified
therein.

Section 6 . That this City Council does hereby approve
said Mitigation Measures and does hereby order and direct said
Plan be conditioned upon said Mitigation Measures .
Section 7 . That this City Council does hereby find and deter-
mine that said Plan as conditioned by said Mitigation Measures will
not have a significant effect on the environment.
NOTICE OF DETERMINATION
Section 8 . That this City Council does hereby authorize
a Notice of Determination on said Plan to be filed with the Clerk
of the Board of Supervisors for the County of San Bernardino.
ADOPTED this 9th day of July , 1981.
