1981-62 RESOLUTION NO. 81-'62 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE, CALIFORNIA, SUPPORTING LEGISLATION ENFORCING .THE ENGLISH LANGUAGE AS THE OFFICIAL LANGUAGE OF THE UNITED STATES. WHEREAS, there is a growing trend towards promoting the use of languages other than English in our Country such as ballots and election materials printed in Spanish, Chinese, and Japanese; and WHEREAS, the cost of printing documents in more than one language creates added costs to the taxpayers; and = WHEREAS, Legislation has been introduced by Senator H. I. Hay,d'kawa United States Senate, which would amend our constitution by establishing English as our nation 's official language and requiring the use of Engl'isV. .;� `� when conducting government business; and WHEREAS, the adoption of this amendment would preclude possible attempts to force our government to adopt further multilingual policies; NOW, THEREFORE, the City Council of the City of, Grand Terrace DOES HEREBY RESOLVE support for the following Article proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution if ratified by the legislatures of three-fourths of the several states: "ARTICLE J"Sec. 1. The English language shall be the official language of the United States. ''Sec. 2. Neither the United States nor any State shall make or enforce any law which requires the use of any language other than English. "Sec. 3. This article shall apply to laws, ordinances, \ regulations, orders, programs, and policies. 'Sec. 4. No order or decree shall be issued by any court of the United States or of any State requiring that any proceedings, or matters to which this article applies, be in any language other than English. "Sec. 5. This article shall not prohibit educational instruction in a language other than English as required as a transitional method of making students who use a language other than English proficient in English. "Sec. 6. The Congress and the States shall have power to enforce this article by appropriate legislations." BE IT FURTHER RESOLVED by said City Council that support of this legislation should not be interpreted as an attempt to reduce the essential value of the variety of herital cultures in the Country.
