1981-74 RESOLUTION NO. 81-74
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAND TERRACE, CALIFORNIA, RECOMMENDING THAT
INTERSTATE 15E BE COMPLETED TO INTERSTATE HIGHWAY
STANDARDS, AND THE STATE OF CALIFORNIA SIGN A
CONTRACT WITH THE FEDERAL HIGHWAY ADMINISTRATION
STIPULATING THE WORK WILL BE COMPLETED PRIOR TO
1996.
WHEREAS, the California Department of Transportation proposes--t'o-
renumber and delete from the interstate system that portion of Interstate 15E
(I 15E) between Devore and Temecula; and
WHEREAS, that Department has an agreement with the Federal Highway
Administration to build I 15E to interstate standards by 1984; and
WHEREAS, the segment of I 15E proposed for deletion from the system7 ,..,,' '
provides access to the Cities of Grand Terrace, Colton, Riverside, and San
Bernardino; and
WHEREAS, that segment also provides access to both Norton Air Force
Base and March Air Force Base being the West Coast 's major Strategic Air
Command facility; and
WHEREAS, neither the Cities of Grand Terrace and Riverside nor March
Air Force Base have any other access to any portion of the interstate system;
and
WHEREAS, I 15E between Devore and Temecula has a gap which has existed
for many years and may not ever be completed; and
WHEREAS, I 15E provides the only usable freeway link bypassing that
gap; and
WHEREAS, there are no engineering obstacles to the existing plan to
bring I 15E up to interstate standards;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City
of Grand Terrace calls upon the California Department of Transportation to
renegotiate its contract with the Federal Highway Administration; requesting a
12-year extension providing for the completion of I 15E to interstate
standards by 1996; and
BE IT FURTHER RESOLVED that copies of the Resolution be directed to
the California Department of Transportation and to the State and Federal
legislators.
