1981-75 RESOLUTION NO. 81-75
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAND TERRACE, CALIFORNIA, SUPPORTING ASSEMBLY
BILL 1743 (RYAN).
WHEREAS, under present legislation, a county with a population of
6,000,000 or more which provides contract or authorized services to any city
within that county is permitted to charge a city only those additional costs
incurred by the county in providing such services; and it is prohibited from
charging the city for any portion of costs which are for services made
available to all portions of that county or which are general overhead costs
of that county; and
WHEREAS, contract cities within a county having a population under
6,000,000 may result in being taxed double for these general county costs,
once in general county tax rate and again in the surcharge added to county
contract costs; and
WHEREAS, Assembly Bill 1743 (Ryan) would amend the legislation by
removing the reference to a county "having a population of 6,000,000 or
more,"thereby giving cities throughout the State equal protection against
unfair overcharges for county services;
NOW, THEREFORE, the City Council of the City of Grand Terrace does
hereby RESOLVE AND DETERMINE support of Assembly Bill 1743.
