1982-30 RESOLUTION NO. 82-30
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAND TERRACE, CALIFORNIA, SUPPORTING IN PRINCIPLE
THE CONCEPT OF THE PROPOSED INTERFACE CONCEPT
PROGRAM BY CONSDEL RESEARCH & DEVELOPMENT, INC., A
NON-PROFIT CORPORATION.
WHEREAS, CONSDEL Research & Development, Inc., has been established in
the County of San Bernardino as a private, non-profit corporation for the
purpose of advancement in health and human services development and delivery
and in investment in human resource; and
WHEREAS, CONSDEL Research & Development, Inc., has developed the
Interface Concept as a major new approach to the development and delivery of
health and human services and opportunities for disadvantaged populations; and
WHEREAS, CONSDEL Research & Development, Inc., has a plan for
implementation of the Interface Concept through a Model Demonstration Project
to be conducted in the San Bernardino, Inyo, Mono, Riverside Counties as a
"Jurisdictional Area"; and
WHEREAS, the Project is anticipated to alleviate premature and
inappropriate institutionalization for over 10,000 persons, and to save in
excess of $15,000,000 per year in the four-county area; and
WHEREAS, planned expansion and replication to a National Network of
over three hundred Jurisdictional Area 'Consdel ' Centers (each under guidance
of a Council of Advisors) is projected to make it possible for more than
1,250,000 frail elderly and handicapped to enjoy living at home -- confident
that HELP is a "push-of-a-button" away -- plus the offering of savings in
excess of $1,900,000,000 each year;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Grand Terrace, County of San Bernardino, State of California, recognizes the
purpose, the dedication, and the benefit potential of the Interface Concept,
and does hereby support in principle the concept of the proposed program.
BE IT FURTHER RESOLVED that this Resolution be noted in the Minutes of
this City Council and that a copy be presented to CONSDEL Research &
Development Corporation in evidence of said Council 's support for the program
plan.
