Approval of Check Register No. 08312018 in the Amount of$2,115,172.38 Jeremy Rivera, Grand Terrace expressed his concerns with the $3,500 expenditure for the City's website. Mayor Darcy McNaboe requested the City Manager contact Mr. Rivera and review the City's contract for the website with him. G. Harold Duffey, City Manager offered his contact information and explained that the City entered into an agreement with Civic Live to develop the City's website for the amount of$25,000. Those monthly payments are for the actual development of the site. Future Vision for a Pedestrian Friendly Michigan Street Mayor Pro Tern Sylvia Robles requested Agenda Item No. 6 be pulled from the consent calendar and discussed separately. G. Harold Duffey, City Manager gave the presentation for this item. Mayor Pro Tern Robles is concerned that the Council has not had any discussion about any possible.expenditures of RDA funds on Michigan Street improvements or what the City's strategy would be. City Manager Duffey explained the item was to accomplish the goal of notifying the residents that Michigan Street was no longer going to be widened. Staff also wanted to notify the residents that the City has plans for the future to improve the area and create a pedestrian friendly street. Mayor McNaboe would like the letter held back until such time as other areas of concerns of the residents will be addressed such as sidewalks. Council Member Henderson asked Council if it would be appropriate to discuss the topic under Agenda Item No. 11 where a number of projects are being submitted.to the Council for consideration and use of the bond proceeds. Mayor Pro Tern Robles wants Council to be sensitive to the needs of the residents in that particular area and would like the residents to be able to participate in the decision- making process. Council Member Wilson asked if there was a final design completed for the Commerce Way extension which included the City's responsibility as well as the Lewis Group. City Manager Duffey stated Council gave direction to move forward with a 90. percent design completion that the City is in control of to extend Commerce Way, which has been completed. The Lewis Group has not completed their portion of the Commerce Way design. Council Member Wilson would like to hold off,on the letter until the City has a final design. City of Grand Terrace Page 3 Minutes Grand Terrace City Council and Housing Successor Agency September 11, 2018 City Manager Duffey explained that the City's CPNA with SBCTA is fully funded for Commerce Way and Michigan Street was removed from the list. He also stated the City will have to look at Michigan Street from a complete street design; i.e. sidewalks, safe routes to school, lighting, storm drains and Item No. 11 discusses design that will help the City qualify for other funding sources. Mayor Pro Tern Robles believes it's okay to send a letter to the residents stating the street will no longer be a four-lane roadway and she believes it would be okay to have a discussion during Agenda Item No. 11 about RDA expenditures. The City will have to have another meeting where everything is noticed. Mayor McNaboe would like the residents on Michigan to know that they have not been totally forgotten, there will be improvements and they will be noticed at the appropriate time. Council Member Wilson asked if the City knows everything .that is going. to be constructed on Michigan Street from the City border up to Barton Road. He believes it is premature for the City to announce tentative plans for the area.in case an issue may trigger a change. City Manager Duffey explained there are various issues on Michigan, but the City's goal is to turn Michigan Street into a standard residential neighborhood with standard residential traffic. Council Member Henderson believes as a result of the discussion Council is holding, and the concerns expressed about the impacts, it would be appropriate to take this item up under Agenda Item No. 11 or on a separate date and time. PUBLIC COMMENT Bobbie Forbes, Grand Terrace encouraged the City Council to provide information to the residents on Michigan Street only that information will not change. She is happy to hear that the area is not going to expect heavy traffic. Council Member Wilson moved, and Council Member Henderson seconded that the , City refrain from sending the letter to the residents along Michigan Street. 1. Adams, II, City Attorney informed Council that the City Manager has requested Agenda Item No. 8 be removed from the consent calendar and acted upon separately. Debra Thomas, City Clerk gave the staff report presentation for this item. Council.Member Hussey expressed his understanding that the term for an appointee to the Parks &,Recreation runs with the appointors term. When an appointer no longer sits on the Council, the appointee's term ends with that of the appointer. Council Member Henderson was also of the understanding that the term of the appointer and the appointee would run consistent with one another. Otherwise appointees outlive their appointing authority. Generally, City's tie the appointments with the terms of the appointing authority. Mayor Pro Tern Robles would like to see all of the City's committees and commission appointees run concurrent with the terms of the Council Members. City Manager Duffey. stated Staff will bring back an item to address the terms of appointees to align with'the Council's wishes. REVIEW APPLICATION SUBMITTED BY JEREMY RIVERA AND APPOINT HIM TO FILL AN UNEXPIRED TERM ON THE PARKS AND RECREATION ADVISORY COMMITTEE CONTINUING TO JUNE 30, 2020. PUBLIC COMMENT Bobbie Forbes, Grand Terrace stated the new Code Enforcement Officer is giving out a lot of tickets to property owners in the community for tumbleweeds. She believes the officer needs to ticket the City. She has noticed that City owned properties have a large amount of tumbleweeds. City of Grand Terrace Page 5 Minutes Grand Terrace City Council and Housing Successor Agency September 11, 2018 Jeff Allen, Grand Terrace, as an appointed official, does not want to behold to any one single individual on the City Council. It's important for commission members to retain a portion of independence and the ability to speak freely without risk or fear. He is more comfortable when the entire Council picks a committee or commission member. D. CITY COUNCIL COMMUNICATIONS Council Member Kenneth J. Henderson No comments. Council Member Bill Hussey Council Member Bill Hussey reflected on that tragic day of September 11, 2001. His thoughts and prayers are with those military men and women still fighting today, those first responders, and the families who lost loved ones that day. He looks forward to the day that war will be over, and everyone can live in peace. Council Member Doug Wilson No comments. Mayor Pro Tern Sylvia Robles Mayor Pro Tern Sylvia Robles attended the September meeting of the Omnitrans Board of Directors and discussed the following: Management Plan Strategic Initiatives and Key Performance Indicators Fiscal Year 2018 Fourth Quarter Reports o Operating Cost Reduction o Special Transit Services o Safety and Security o Rebuild Ridership o Technology Optimization o Passenger Rail o Employee Advancement Mayor Pro Tern would like to adjourn the Council meeting in memory of Cora Hidalgo Holland. Ms. Holland is a San Bernardino native and a friend to many residents of Grand Terrace who grew up in San Bernardino. She shared Ms. Holland's story that placed her on the plane that day. She perished in the first plane strike to hit the World Trade Center and Mayor Pro Tern Robles will always remember her at this time each year. City of Grand Terrace Page 6 Minutes Grand Terrace City Council and Housing Successor Agency September 11, 2018 Mayor Darcy McNaboe Mayor Darcy McNaboe attended the SBCTA Board Meeting on September 5, 2018 and discussed the following: Closed Session: o Conference with Legal Counsel - Existing and Anticipated Litigation Received a Customer Based Ridesharing and Transit Interconnectivity Study Approve Allocation of Senate Bill 1 Local Partnership Program Funds Received a Presentation on the Vision4Safety Campaign Received a 2017 Community Indicators Report Approved a Memorandum of Understanding with Local Government Commission, a non-profit organization, for the placement of a CivicSpark Fellow under the direction of SANBAG. Mayor McNaboe has been looking at two City intersections regarding safety. The City has received a Highway Safety Improvement Program grant and she is hoping that it will address some of the safety issues with Mt. Vernon and Barton Road, as well as Mt. Vernon, Grand Terrace Road and Canal Street. Alan French, Public Works Director stated that the HSIP Program will enhance the safety features of those intersections. Mayor McNaboe also commented on several recent accidents at the intersection of Preston Street and Barton Road, as well as incidents of running the red light in both westbound and eastbound directions. She is wondering if the. City can install the flashing advance warning signs that a signal light is up ahead. Director French informed the Mayor that the City is getting ready to conduct a speed survey in the area and the recommendation from the contractor is speed feedback signs which seem to have a better affect. Resident Request to Place Several Items on a Future City Council Agenda G. Harold Duffey, City Manager requested that Agenda Item No. 9 be pulled from the agenda. DISCUSS RESIDENT'S REQUEST TO PLACE VARIOUS ITEMS ON AN UPCOMING AGENDA AND PROVIDE DIRECTION TO STAFF. RESULT: NOT DISCUSSED 10.Implementation of Homeless Outreach Program to Connect Homeless Individuals with Resources to Help Them.Transition from Homelessness, While Supporting the Quality of Life of the Residents of Grand Terrace G. Harold Duffey, City Manager and Lieutenant Doug Wolfe, San Bernardino County Sheriffs Department gave the Power Point presentation for this item. PUBLIC COMMENT Jeff Allen, Grand Terrace commented on the homeless rate statistics and believes the funding requested to designate a deputy to address the homeless is too high. He also is concerned that the cost of the agreement exceeds the City Manager's authority to execute on behalf of the City. Mr. Allen also suggested that the Sheriff's Department contact the San Bernardino County Veterans Administration and obtain information on how it accomplished eradicating the homeless who are veterans. City Attorney Adams explained that the City Manager.has the authority to approve contracts up to $10,000 that he does not have to bring to Council. The City Manager has brought this item to the Council to make the decision on the expenditure and authorize the City Manager to sign on its behalf. Jeremy Rivera, Grand Terrace believes the City's homeless population is out in the community around daybreak and suggested that the deputy assigned to the HOPE Program might want to look for homeless earlier in the morning. He also stated it appears the cost for this deputy is less expensive than that of a regular deputy. Vice Chair Robles clarified that the City Manager is asking for an appropriation of funding for a pilot program that will run from October 1, 2018 through November 30, 2018 and will return to the Council in December with a report. Board Member Henderson explained the funds for this program come from Redevelopment Low-Moderate Income Housing funds. It can only be used to improve and/or increase the supply of affordable housing to eligible households. The use of Low- Moderate Income Housing funds'for the HOPE Program took special legislation. 1) APPROPRIATE $26,000 FROM THE LOW MODERATE INCOME HOUSING ASSET FUND (LMIHAF) TO SUPPORT EIGHT (8) HOURS A WEEK ($2,600 PER City of Grand Terrace Page 8 Minutes Grand Terrace City Council and Housing Successor Agency September 11, 2018 MONTH) OF LAW ENFORCEMENT SERVICES FOR HOMELESS OUTREACH, AND 2) 2) AUTHORIZE THE EXECUTIVE DIRECTOR OF THE HOUSING SUCCESSOR AGENCY TO ENTER INTO CONTRACT WITH THE SAN BERNARDINO COUNTY SHERIFF'S DEPARTMENT'S HOMELESS OUTREACH PROACTIVE ENFORCEMENT (H.O.P.E.) PROGRAM TO PROVIDE HOMELESS OUTREACH SERVICES RESULT: APPROVED [UNANIMOUS] MOVER: Sylvia Robles, Mayor Pro Tern SECONDER: Bill Hussey, Council Member AYES: McNaboe, Robles, Wilson, Hussey, Henderson 11.Acknowledgement of the Transfer of $2,857,416 into the City's General Fund from the 2011 a and B Tax Allocation Bonds G. Harold Duffey, City Manager and Cynthia A. Fortune, Assistant City Manager gave the Power Point presentation for this item. Mayor Pro Tern Robles had concerns that the information provided in the Power Point presentation is not included in the Staff report. She was also concerned that Staff did not address defeasement of bonds in the Staff report. Council Member Wilson requested confirmation of his understanding that the City is setting up the accounting structure for the redevelopment plan bond indenture and the additional funding is being placed in a restricted account. City Manager Duffey stated when Staff had authorization to submit its .last and final ROPS to the Department of Finance (DOF) and the City would receive $1.9 million. Staff, along with the City Attorney worked with the DOF and was surprised that it was going to receive $2.8 million. City Manager Duffey wanted to inform Council it received an additional $870,000; however, Staff is unsure if the City can keep it. The report today is providing Council with options if it decides to give the money back. Assistant City Manager Fortune explained when Staff. gave Council an update in February, there were three (3) steps that needed to be taken: 1) Create the bond expenditure agreement between the Successor Agency and the general fund; 2) Submit the last and final to the Department of Finance defeasing the bonds and after that was approved and the money transferred; 3) Refund the bonds. PUBLIC COMMENT Jeff Allen, Grand Terrace wanted to address the projects listed in the staff report and encouraged the Council to spend the funds wisely based on the communications received that the City's budget is tight. Harold Duffey, City Manager wanted to remind Council that Staff has tentatively scheduled for discussion, an item to come back to the Council for Fire Annexation and Parcel Tax on September 25, 2018. He also wanted to remind Council, as part of the budget discussion, he would be coming back with a mid-year review and part of that review we will be looking to see if there are any additional funds to move towards law enforcement.
