A RESOLUTION OF THE COMMUNITY REDEVELOPMENT
AGENCY OF THE CITY OF GRAND TERRACE, COUNTY
OF SAN BERNARDINO, STATE OF CALIFORNIA, 'MAKING
DETERMINATIONS RELATIVE TO REVISED GRAND
TERRACE REDEVELOPMENT PLAN; PRELIMINARILY
APPROVING DRAFT SUBSEQUENT ENVIRONMENTAL IMPACT
REPORT THEREON; AND AUTHORIZING PUBLIC REVIEW
AND COMMENT
WHEREAS, the Community Redevelopment Agency of the City of
Grand Terrace ( "Redevelopment Agency") has heretofore prepared
and certified a Final Environmental Impact Report on the Grand
Terrace Community Redevelopment Project; and
WHEREAS, it is proposed to revised the Grand Terrace
Redevelopment Plan ( "Project") ; and
WHEREAS, the Initial Study indicates that said Project may
have a significant effect on the. environment; and
WHEREAS, the Redevelopment Agency has authorized preparation
of an environmental impact report to provide a basis for deter-
mining the environmental impacts of said Project; . and
WHEREAS, the Redevelopment Agency has received and reviewed
a draft environmental impact report on said Project entitled:
DRAFT SUBSEQUENT ENVIRONMENTAL
IMPACT REPORT
hereinafter called "Draft .EIR" :
NOW, THEREFORE, the Community Redevelopment Agency of the
City of Grand Terrace does hereby RESOLVE, DETERMINE AND ORDER as
follows :
Section 1. That the Redevelopment Agency does hereby find
and determine that said Project may have a significant effect on
the environment.
Section 2. That the Redevelopment Agency does hereby pre-
liminarily approve the Draft EIR on said Project.
Section 3. That the Secretary is hereby authorized and
directed to cause a Notice of Completion of said Draft EIR to
be filed with the Secretary of the Resources Agency.
Section 4 . That, after filing the Notice of Completion,
the Secretary is hereby authorized and directed to cause copies
of a Notice of Review and Comment and copies of said Draft EIR
to be mailed, first class .and postage prepaid, for review and
comment:
(a) To those responsible agencies which responded to
the Notice of Preparation of Draft EIR;
(b) To appropriate local public libraries; and
(c) To the State Clearinghouse for distribution to
- State agencies .
Section 5. That a 45-day period shall be given for review
and comment on said Draft EIR and that written comments thereon
may be submitted to and shall be considered by the Redevelopment
Agency during said review period.
Section 6 . That the Secretary is hereby authorized and
directed to cause a copy of the Notice of Review and Comment to be
published once a week for two (2) consecutive weeks in a newspaper
of general circulation within the City of Grand Terrace, said
publication to occur at least fourteen (14) days prior to con-
clusion of said 45-day period.
Section 7 . That the Secretary is hereby authorized and
directed to cause a copy of the Notice of Review and Comment to
be posted in three (3) public places within the City of Grand
Terrace, one of which may be the principal office of the Redevelop-

_l ment Agency, said posting to be completed at least fourteen (14)
days prior to the conclusion of said 45-day period.
Section 8 . That any interested person may obtain copies of
said Draft EIR at the actual cost of reproduction at the Office of
the Redevelopment Agency, located at 22795 Barton Road, -Grand
Terrace, California.
Section 9 . That if any public agency or interested person
fails to comment on said Draft EIR on or before the end of said
review period, it shall be presumed, without a written request
for specific extension of time to review and comment together
with the reasons therefor, that such agency or person has no
comment to make. The granting or denial of an extension of time
for review and comment shall be completely within the discretion
of the Redevelopment Agency.
