03/10/2005 CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR MEETING-MARCH 10, 2005 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on March 10, 2005, at 6:00 p.m. PRESENT: Maryetta Ferr6, Mayor Bea Cortes, Mayor Pro Tem Herman Hilkey, Councilmember Lee Ann Garcia, Councilmember Jim Miller, Councilmember Tom Schwab, City Manager Brenda Stanfill, City Clerk Steve Berry, Assistant City Manager Larry Ronnow, Finance Director Jerry Glander, Building& Safety Director Gary Koontz, Community Development Director Lt. Hector Guerra, Sheriff's Department ABSENT: John Harper, City Attorney The City Council meeting was opened with invocation by Pastor Rick Doucette,Calvary,The Brook Church, followed by the Pledge of Allegiance led by Councilwoman Lee Ann Garcia. CONVENE CITY COUNCIL MEETING ITEMS TO DELETE -None SPECIAL PRESENTATIONS A. Proclamation-National Community Development Week 2005 Mayor Pro Tem Cortes read the Proclamation proclaiming March 28-April 3,2005 as Community Development Week 2005 in the City of Grand Terrace urging all citizens to join in recognizing the Community Development Program and the importance it serves to the community. Approval of 02-24-2005 Minutes CC-2005-28 MOTION BY COUNCILMEMBER HILKEY,SECOND BY COUNCILMEMBER GARCIA, CARRIED 4-0-0-1 (MAYOR PRO TEM CORTES ABSTAINED), to Approve the 02-24-2005 Minutes. PUBLIC COMMENT Bill Hays, 22114 De Berry Street, stated that there was an article in the Press that a Grand Terrace partnership had been formed for the Outdoor Adventure Center. He indicated that he has some.questions and requested that City Manager Schwab answer the questions in a public forum. He requested that they reveal the names of the partners in the partnership that will be doing the Outdoor Adventure Center, whether or not the City is one of the partners and if so what percentage will the City have to put up for their part of the development. He stated that he spoke to one of the Planning Commissioners with regards to the moving of the Barton Road off-ramp and stated that it has been changed and that it would be sooner than the proposed dates of 2013 and 2017. He stated that residents have come into City Hall looking for items that should be available and requested that the City Attorney advise staff of Prop 59 and the Public Records Act and that they must comply. Pastor Rick Doucette.22320 Barton Road,Suite D,reported that theywill be holding a Easter Sunrise Service and Easter Egg Hunt at Richard Rollins Park and invited everyone to attend. Jeffrev McConnell.21758 Walnut Avenue,reported that the Chamber of Commerce will hold the Luncheon on March 15,2005 and the Taste of the Terrace on March 16, 2005 and invited everyone to attend. He also reported that there will be a ribbon cutting ceremony at Taco Village at 10:00 a.m. Vickie Oliver.22410 Kentfield Street,expressed her concern with the two adjoining fields to Rollins Park that are not usable by the school due to standing water. Citv Manager Schwab, indicated that staff will work with the Jr. High to see what Council Minutes March 10,2005 Page 3 their concerns are. Councilmember Miller, questioned whether or not Mr. Hays would be getting a response to his questions. Mavor Ferre,responded that his questions were noted and that at this time they could not be discussed because they are not on the agenda,however,they will be addressed. Councilmember Hilkev, requested a copy of the written responses from the City Manager to those who presented questions during public comment. ORAL REPORTS 5A. Committee Reports 1. Historical & Cultural Activities Committee a. Minutes of 02-07-2005 CC-2005-29 MOTION BY COUNCMMEMBER CORTES,SECOND BY COUNCILMEMBER MILLER, CARRIED 5-0, to accept the February 7, 2005 Minutes of the Historical and Cultural Activities Committee. 2. Emergency Operations Committee a. Minutes of 02-01-2005 CC-2005-30 MOTION BY COUNCILMEMBER GARCIA, SECOND BY MAYOR PRO TEM CORTES,CARRIED 5-0,to accept the February 1,2005 Minutes of the Emergency Operations Committee. COUNCIL REPORTS Mavor Pro Tem Cortes, reported that she attended SANBAG Board of Directors Meetings and that Cheryl Donahue gave an update on the 210 freeway. She stated that Mayor Eaton from the City of Montclair discovered the west nile virus in the rain and questioned the status on the west nile virus in Grand Terrace. Assistant Citv ManaL-er Berrv, indicated that staff is documenting all the locations where there is standing water in town and are using the tablets at those locations. He believes that it is going to be a bad season with the west nile virus. Mavor Pro Tem Cortes,indicated that she would like a status report on the sink hole on Palm and who will be responsible for paying for the repair. Council Minutes March 10,2005 Page 4 Assistant Citv Manager Berrv,responded that the City of Colton is taking responsibility for the sink hole and it should be completely repaired soon. Mavor Pro Tem Cortes,reported that the Lion's Club will be holding a pancake breakfast on Sunday, March 20, 2005 at the Community Center. She wished JoAnn Johnson a Happy Birthday. She thanked everyone for their support and assistance while she was in the hospital and ill. Councilmember Hilkev, reported that the packages that were sent to Iraq by Assistant City Manager Berry were hand delivered to the troops quickly. He stated that he is glad that the rains have stopped and that we are blessed with a lot of beautiful hillside and a beautiful Blue Mountain. Councilmember Garcia, questioned if staff has scheduled a meeting with the Colton Joint Unified School district. Citv Manaizer Schwab,responded that Dennis Byas would like to wait until we have finished with negotiations on the agreement with the sale of the Community Redevelopment Agency land to the School District. He stated that we currently have an offer from the School District to the Agency for the 26 acres that they need for the school. It should be before June. Councilmember Garcia, questioned the status of the new houses in Highgrove. Citv Manager Schwab,responded that there are two developments, one is Spring Mountain and Spring Brook Estates. Spring Mountain has already received all County approvals and they have already started their rough grading. Spring Brook Estates has received County approval through the Planning process, however, it is much further behind in terms of the development. Councilmember Garcia, stated that there are large vehicles out there and questioned if there was a way that we can keep them off of Grand Terrace streets. Citv Manager Schwab,responded that the large vehicles that are out there won't be moving any further. They are grading and it is their goal to balance all of the soil on the site so that they don't have to move any material. Councilmember Garcia,questioned what the status is on doing a study limiting truck traffic on our streets. Citv Manager Schwab,responded that it will be addressed when staff does the traffic study that was one of the ten items that Council prioritized. Council Minutes March 10,2005 Page 5 Councilmember Garcia, questioned if parking will be a problem for the Easter Egg Hunt. Citv Manager Schwab, indicated that there will be street parking. Councilmember Garcia, encouraged everyone to give themselves extra time to get to the Easter Sunrise Service and Egg Hunt. She introduced her son Dallas. She wished everyone a Happy St. Patrick's Day. Councilmember Miller,he indicated that a fellow Lion passed away and that he would like to adjourn the meeting in his memory,Phil Holdridge. He was one of the original founders of the Lion's Club in Grand Terrace. He requested an update on SAVON. Commuitv and Economic Develo_nment Director Koontz,responded that it should be through the final plan check. There were some minor issues that needed to be addressed,however, from the City's perspective they are just about ready to start. As soon as he has a date he will let the Council know. Councilmember Miller, questioned what staff is doing to making it equal on the sign ordinance. Citv Manager Schwab,responded that all code violators are notified. The problem is some comply quickly and some don't and have to go through the process. Councilmember Hilkev, stated that he feels that we need to place a weight limit on trucks in Grand Terrace because of the beating our roads will take with all of the construction that is going on in Highgrove. He asked Mayor Pro Tem Cortes if she has any information on the 60/91/215 interchange. Councilmember Garcia, stated that the company that bid on the project underbid and that they were ready to walk off. They have worked things out and will complete the project. Mavor Ferr6,reported that she attended along with Mayor Pro Tem Cortes,Councilmember Miller and City Manager Schwab,the County address in Ontario. It was very well attended. She attended the San Bernardino County Gangs and Drug Task Force Meeting and they had a panel discussion on the County-wide strategic gang plan. There is a plan in place and there is a problem within the County and it is being addressed by those in charge. It was a very interesting meeting. PUBLIC HEARING 6A. Resolution-Approving Tentative Parcel Map No. 04-05 (County Surveyor Number Council Minutes March 10,2005 Page 6 16986) and E-04-10 to Divide an Existing 5 Acre Church Parcel into Two (2) Separate Parcels with one of Approximately 1.6 Acres and the Other of Approximately 3.4 Acres John Lamne. Associate Planner, reported that the Planning Commission unanimously recommended that the City Council approve this requested tentative parcel map on February 17, 2005. There was no opposition to this request at the Commission's Public Hearing on this matter. He stated that the applicant, on behalf of the Roman Catholic Bishop of San Bernardino,is requesting approval of the proposed tentative parcel map in order to divide the subject site into two, new parcel's. The site is presently developed with the Christ-The- Redeemer Catholic Church and the recently completed Serra House Seminary. The seminary will be located on Parcel 1 and the Church on Parcel 2. The applicant has indicated that the reason for the proposed tentative parcel map splitting the property is for managerial and financial reasons. He stated that the request is both consistent with the R1-7.2 Zoning of the site and the City's General Plan. The proposed parcels will be much larger than the lots and parcels ofthe surrounding residential neighborhood. The surrounding area is developed with single family homes to the north,west and south; however, there is a convent, the Sister's of St. Benedict, to the immediate east of the site. Mayor Ferr6 opened the Public Hearing for discussion. Bill McKeever,representing the applicant,indicated that they have reviewed the conditions and they agree with all of them. Mayor Ferr6 returned discussion to the Council. CC-2005-31 MOTION BY MAYOR PRO TEM CORTES, SECOND BY COUNCILMEMBER HILKEY,CARRIED 5-0,to approve a Resolution of the City Council of the City of Grand Terrace,State of California,Approving Tentative Parcel Map No.04-05(TPM 16986) 6B. Community Development Block Grant (CDBG) Program Year 2005-06 Assistant Citv Manaver Berrv.indicated that the City of Grand Terrace is under contract with the County of San Bernardino Department of Economic and Community Development (ECD) who is responsible for the review and compliance of programs conducted within Grand Terrace. This includes not only the conducting of the grant process, but also the administration of project implementation and compliance. He stated that the County has a process which follows the guidelines of HUD in requiring public hearings and input into the grant allocation process for these funds. For Grand Terrace,this includes a public hearing, submtital of recommended projects to ECD who qualifies for the eligible programs, then returns those to the City for prioritization and funding. Additionally, during the grant Council Minutes March 10,2005 Page 7 process, outside agencies may submit projects directly to the County, however, the final determination of the spending of the City allocation is with the purview of the City Council. He stated that the County has completed its application process and submitted a listing of eligible projects which have been requested funding from the Grand Terrace Allocation. The City Council is now responsible for determining funding and sending the information to the County for adoption. He indicated that staff is recommending the funding as follows: 1. San Bernardino County Library, continuation of Literacy Education at the Grand Terrace Library Branch. Total request is for$10,000 staff recommends full funding our maximum public services amount of$9,300. 2. Phase I Environmental Study at 21750 Main Street. The funds would be used for financing of environmental studies,demolition of blighted buildings,and cleanup of contaminated soil on a former plating company site. This site poses a potential health risk to students and faculty of the proposed new public high school as well as residential neighborhoods surrounding the site. Staff recommends funding$30,000 in 2005-06 CDBG Funds to complete the project. This would bring the total amount funded for this project to $150,000. Mayor Ferr6 opened the Public Hearing for discussion. Diane Barnhart. Communitv Action Partnership for San Bernardino Countv. 686 E. Mill Street, San Bernardino, indicated that they have requested funding of$5,000 from Grand Terrace to Expand Congregate and Home Delivered Meals for Seniors at 13 Nutrition Sites by Purchase of Improved Kitchen Equipment. JoAnn Johnson. 12723 Mt. Vernon Avenue, stated that the center does need a new steam table and that it would be a good use of funds,however,she doesn't want to see money taken away from the library. Mayor Ferr6 returned discussion to Council. Councilmember Garcia. feels that it is an important program and she would like to support it, however, she would like to support programs that are going to give value to the senior center in Grand Terrace. CC-2005-32 MOTION BY COUNCILMEMBER GARCIA,SECOND BY COUNCILMEMBER HILKEY, CARRIED 5-0,to authorize staff to submit the following Funding List to the County of San Bernardino Department of Economic and Community Development: 1. With the addition of funding the Community Action Partnership of San Bernardino County in the amount of$5,000.00 to expand Congregate and Home Delivered Meals for Seniors Purchasing Improved Kitchen Equipment and direct staff to see if this item can be funded out of non-public service funds. If it can not be funded out of non-public service funds, the City will fund it out of its general fund budget. UNFINISHED BUSINESS -None NEW BUSINESS 8A.
