2001-26 i RESOLUTION NO. 2001-26 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE CERTIFYING THAT THE CITY OF GRAND TERRACE HAS THE RESOURCES TO FUND THE PROJECTS SUBMITTED FOR INCLUSION IN THE FY 2002/2003- 2007/2008 TRANSPORTATION IMPROVEMENT PROGRAM AND AFFIRMING ITS COMMITMENT TO IMPLEMENT ALL OF THE PROJECTS SUBMITTED IN THE PROGRAM WHEREAS, the City of Grand Terrace desires to include,the submitted projects in the San Bernardino County Transportation Improvement Program; and WHEREAS, the City of Grand Terrace warrants that full funding is committed and available for projects submitted for programming in the first three years (FY 2002/03, 2003/04, 2004/05) of the Regional Transportation Improvement Program; and that the City of Grand Terrace accepts responsibility for full funding of said projects and warrants that no additional funding allocations are required of SANBAG for the City of Grand Terrace to fully implement said projects therefore committing that the first three years of the RTIP are financially constrained; and WHEREAS, projects programmed in years 2005/06-2007/08 are projects expected receive future funding through anticipated revenues, therefore all projects submitted for inclusion in the 2002/03-2007/08 RTIP are financially constrained; and WHEREAS, the San Bernardino Associated Governments (SANBAG), as agency responsible for short-range capital and service planning and programming for the San Bernardino County area, requires an approved Resolution from the governing body of the Lead Agency for all projects included in the Transportation Improvement Program; and WHEREAS, SANBAG also requires that the Lead Agency include a financial plan that demonstrates how the projects submitted for inclusion in the Transportation Improvement Program can be implemented; and WHEREAS, the City of Grand Terrace, as the Lead Agency, possesses the legal -- authority to submit the project for inclusion in the Transportation Improvement Program and to finance, acquire, and construct the project. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Grand Terrace does hereby: ' 1) Affirm its continuing commitment to the projects submitted for inclusion in the 2002/2003-2007/2008 Transportation Improvement Program including three projects: SBD 31850 — Barton Road Over crossing with revised schedule of 2006; and SBD 31791 — Barton Road Bridge with revised schedule of December 30, 2004 and Traffic Siqnal at Barton Road and Grand Terrace Road and Honev Hills with revised schedule of December 31, 2002; and 2) Certify that the City of Grand Terrace will allocate the necessary local match funds contained within the projects to carry out any federally approved project; and 3). Certify that the City of Grand Terrace, as the Lead Agency, will comply with applicable provisions of the California Environmental Quality Act, the National Environmental Policy Act, the Americans with Disabilities Act, the Secretary of the Interior's Standards and Guidelines for Archaeology and Historic Preservation, and any other Federal, State, and/or local laws, rules and regulations.
