09-13-2018 CITY OF GRAND TERRACE PARKS &RECREATION ADVISORY COMMITTEE REGULAR MEETING September 13, 2018 -4:00 p.m. City Hall Community Room - North 22795 Barton Road MINUTES CALL MEETING TO ORDER: Brian Phelps, Chairman, City Manager called the Parks & Recreation Advisory Committee Regular Meeting to order at 4:00 p.m. 2. Introduction of New Appointee Debra Thomas, City Clerk introduced Mayor Darcy McNaboe's new appointee to the Parks & Recreation Advisory Committee, Jeremy Rivera. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Committee Member Rivera ROLL CALL: Present: Committee Member Rivera, Suarez; Chairman Phelps Absent: Committee Member Firnkoess 1. Approve August 9,2018 Minutes City Clerk Thomas suggested that the minutes be continued to the October 11, 2018 Committee meeting due to only two (2) members of the Committee able to vote. Committee Member Suarez moved, and Committee Member Rivera seconded that the August 9, 2018 Minute be continued to the October 11, 2018 agenda. AYES: Committee Member Rivera, Suarez; Chairman Phelps ABSENT: Committee Member Fimkoess 3. Public Comments None. Minutes Parks Ft Recreation Advisory Committee August 9, 2018 4. Staff Presentation None. 5. New Business a. Engage Community-Assist with Naming Slope on Mt. Vernon. City Clerk Thomas reiterated the City Council's desire for the Committee to engage the community to come up with a name for the slope on Mt. Vernon. After discussion, the Committee will be reaching out to the Colton Area Museum, Dr. Tom Rivera and Dr. G to provide historical information and possible presentation brought back to the Committee on the history of the location. b. RDA Bond Proceeds a. Parks & Recreation Project List The Committee was provided with a list of potential projects for Parks & Recreation and the Committee held the following discussion: i. Would like to prioritize projects by the largest and two most used parks; Richard Rollins Park and Veterans Freedom Park ii. Regarding Fitness Park Plant Replacement, it was suggested that the City consider transplanting plants from other parks at this location. iii. Sign for Veterans Freedom Park — Question arose by Committee what kind of sign and where would it be located. City Clerk Thomas will share the question with the City Manager and return to the Committee with a response at its next meeting. iv. Slurry Seal & Additional ADA Parking Spaces — Question arose regarding which park would this project be assigned to. City Clerk Thomas will share the question with the City Manager and return to the Committee with a response at its next meeting. v. Freeway Retaining Wall Stamp — Question arose asking if the City will receive a Freeway Retaining Wall Stamp provided by Caltrans at the Barton Road Interchange or is this no longer an option. City Clerk Thomas will share the question with the City Manager and return to the Committee with a response at its next meeting. vi. It was suggested that the community be allowed opportunities to assist with repairs to help defer costs; i.e. re-painting/repair benches and picnic tables, painting parking area, plant transplantation vii.The Committee suggested Burrtec could donate trash receptacles at various park locations. Update on Soccer Field Refurbishment Ribbon Cutting Ceremony As soon as a new date and time has been selected, he Committee requested notification. 8. Recreation and Special Event Activities a. 40'h Anniversary Family Picnic and Char Show participation Due to the lateness of the hour, no discussion was held. b. Holiday Tree Lighting Due to the lateness of the hour, no discussion was held. c. Summer Recreation Activities Due to the lateness of the hour, no discussion was held. 9. Committee Member Comments Committee Member Rivera will be taking over locking up the Dog Park on Thursdays and Sundays. 10. Staff Comments None. 11.
