08-09-2018 CITY OF GRAND TERRACE PARKS & RECREATION ADVISORY COMMITTEE REGULAR MEETING August 9, 2018 -4:00 p.m. City Hall Community Room - North 22795 Barton Road MINUTES CALL MEETING TO ORDER: G. Harold Duffey, City Manager called the Parks& Recreation Advisory Committee Regular Meeting to order at 4:30 p.m. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by City Manager Duffey ROLL CALL: 1. Select New Chair Committee Member Firnkoess moved, and Committee Member Suarez nominated Committee Member Phelps to Chairman. AYES: Committee Member Phelps, Suarez, Firnkoess ABSENT: Vice-Chair Loder 2. Approve July 12,2018 Minutes Committee Member Firnkoess moved, and Committee Member Suarez nominated Committee Member Phelps to Chairman. AYES: Committee Member Phelps, Suarez, Firnkoess ABSENT: Vice-Chair Loder 3. Public Comments None. 4. Staff Presentation None. Minutes Parks Ft Recreation Advisory Committee August 9, 2018 5. New Business a. Memorials in City Parks and Facilities Review with the Committee that guidelines are being prepared to present to City Council the approval process for memorials placed in City Parks and Facilities. b. Engage Community - Assist with Naming Slope on Mt. Vernon. City Manager Duffey explained to the Committee that it is the desire of the City Council for the Committee to engage the community to come up with a name for the slope on Mt. Vernon. Discussion was held on options for the naming the location, as well as design rendering ideas, promoting through social media and a possible naming contest. A lookout concept for the location was strongly received and will be brought back to Council. c. Invitation to tour Terrace View Elementary School at 5:30 p.m., August 9, 2018 for the 40"' Anniversary Family Day event After the Parks & Recreation Advisory Committee meeting, the Committee met with the 40'j' Anniversary Committee's Family Day event at Terrace View Elementary School 6. Park Assessment a. Fitness Park Discuss for this item has been moved to the September 13, 2018 meeting. 7. New Parks a. Update on Soccer Field Refurbishment No update at this time. 8. Recreation and Special Event Activities a. Swim Program Partnering with the Piranha Swim Team helped with the success of the Swim Program this summer. The attendance for each day gradually increased each weekend. A suggestion was made by Committee Member Firnkoess that umbrellas be made available during next summer's event to provide some shade. Holiday Tree Lighting Committee Member Firnkoess shared with the group that the Holiday Tree Lighting sub- committee would like empty 2-liter bottles donated for a project they are working on. c. Summer Recreation Activities There were mixed reviews regarding the Yoga, Zumba and Tai Chi classes. Attendance was not enough for Yoga and the heat may have impacted Zumba. Master Ewing would like to continue with the Tai Chi classes. Committee Member Suarez suggested a dog obedience class and Committee Member Firnkoess suggested a buddy class to teach children dog care techniques. 9. Committee Member Comments Committee Member Suarez had some concerns regarding waste bags at the Grand Terrace Dog Park. She stated there were bags provided by local friends of the animals group however her understanding was the City would be providing the animal waste bags. City Manager Duffey stated he would follow up with Staff. 10. Staff Comments City Manager Duffey explained that Mayor Pro Tem Robles' appointee from the 40' Anniversary Dinner Committee stepped down and that she would like Committee Member Suarez to step in as Mayor Pro Tem's appointee. Committee Member Suarez accepted. 11.
