07-12-2018 CITY OF GRAND TERRACE PARKS & RECREATION ADVISORY COMMITTEE REGULAR MEETING July 12, 2018 - 4:00 p.m. City Hall Community Room North 22795 Barton Road MINUTES CALL MEETING TO ORDER: Chairman Jeffrey McConnell called the Parks & Recreation Advisory Committee Regular Meeting to order at 4:09 p.m. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Chairman McConnell ROLL CALL: Present: Jeffrey McConnell— Chairman Brian Phelps - Committee Member Karen Suarez— Committee Member Absent: Julia Firnkoess Committee Member Richard Loder Vice Chair 1. Approve June 14, 2018 Minutes Committee Member Phelps moved, and Committee Member Suarez seconded approval of the June 14, 2018 Minutes. AYES: Committee Members Phelps, Suarez; Chairman McConnell ABSENT: Committee Member Firnkoess; Vice-Chair Loder 2. Public Comments None. 3. Staff Presentation None. 4. New Business a. Memorials in City Parks and Facilities Agenda Parks & Recreation Advisory Committee July 12, 2018 G. Harold Duffey, City Manager requested guidelines be developed to allow the planting of plants or trees in City Parks or at City facilities in someone's name. The Committee would review and submit their recommendation to the City Council who would then have final approval. 5. Park Assessment a. Veteran's Freedom Park City Manager Duffey returned to meet with the Veteran's Wall of Freedom Committee and shared the concerns regarding the Fireworks Show and suggested an alternative to Fireworks was a high-powered Laser Light show, which will be performed to patriotic music. The Laser Light Show will use high powered lasers and mist machines, no fireworks will be used during the production. City Manager Duffey would like to make a request from each City in the Inland Empire to nominate a veteran to honor on the Veteran's Wall of Freedom. City Manager Duffey shared with the Committee that Caltrans has offered to place a stamp on the retaining wall of the freeway on/off ramp areas. A suggestion would be to have the Veteran's Wall of Freedom as the City's choice. 6. New Parks a. Dog Park Completed b. Update on Soccer Field Refurbishment The City is still in the process of preparing a Request for Proposal for maintenance. 7. Recreation and Special Event Activities a. Swim Program The program is in place and scheduled Fridays and Saturdays from July 131h through August 4`h. City Manager Duffey encourages the Committee to talk up the program and attend one of the scheduled program days. b. Holiday Tree Lighting The Holiday Tree Lighting volunteers is now an official sub-committee of the Committee. c. Summer Recreation Activities The Summer Recreation Activities programs and flyer is now complete. Agenda Parks Et Recreation Advisory Committee July 12, 2018 8. Committee Member Comments Chairman McConnell recommended that shading be provided for the City's playground equipment. City Manager Duffey stated quotes for tree placement or canopies are being obtained and a request of Council to fund can be made. Committee Member Suarez wanted to thank Chairman McConnell for his service. City Manager Duffey stated that the Lewis Group has made some changes to the sports complex based on the Committee's suggestions. Chairman McConnell would like to name the complex, "We the People". City Manager Duffey shared a brief description on Council's naming policy for parks and facilities. In closing, Chairman McConnell requested that the Committee do more to reach out, encourage the public to attend its meetings, and recruit the boy scouts when the Blue Mountain Trailhead design begins. 9. Staff Comments City Manager Duffey suggested Committee Members attend those Council meetings when the Committee's recommendations are being presented. He also announced that Chairman McConnell has been appointed to the Planning Commission and will be stepping down from the Parks & Recreation Advisory Committee. He stated Council Member Wilson will choose his replacement. 10.
