05-10-2018 CITY OF GRAND TERRACE PARKS & RECREATION ADVISORY COMMITTEE REGULAR MEETING May 10, 2018 - 4:00 p.m. City Hall Community Room -North 22795 Barton Road MINUTES CALL MEETING TO ORDER: Chairman Jeffrey McConnell called the Parks & Recreation Advisory Committee Regular Meeting to order at 4:00 p.m. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Committee Member Karen Suarez. ROLL CALL: Present: Jeffrey McConnell -Chairman Julia Firnkoess-Committee Member Brian Phelps-Committee Member Karen Suarez- Committee Member Absent: Richard Loder-Vice-Chair 1. Approve March 8, 2018 Minutes Committee Member Suarez moved, and Committee Member Firnkoess seconded approval of March 8, 2018 Minutes. AYES: Committee Members Firnkoess, Phelps, Suarez; Chairman McConnell ABSENT: Vice-Chair Loder 2. Public Comments None. 3. Staff Presentation None. Minutes Parks Tt Recreation Advisory Committee May 10, 2018 8. Committee Member Comments Chairman McConnell asked G. Harold Duffey, City Manager what was the reason behind the recent dog park closure. City Manager Duffey explained there was damage to the grass due to a water valve being tampered with. Chairman McConnell wants to find an outlet to promote the See/Click/Fix app in the City's parks and Committee Member Firnkoess suggested signs could be placed throughout the parks with instructions. Chairman McConnell also made a recommendation to install cameras in all park locations. City Manager Duffey stated Richard Rollins Park and Veterans Freedom Park have cameras which are connected to the Sheriff's Department. Additional cameras will be added to the Fitness Park and the Dog Park. Committee Member Firnkoess recommended recruitment of vendors for community events throughout the year. City Manager Duffey confirmed the City will help with securing vendors for the 40" Anniversary events. 4. New Business: None. 5. Park Assessment City Manager Duffey provided the Committee with a wish list from the Grand Terrace Little League which included things such as scorer's table, bleachers, canopies and new scoreboard. He also suggested the Committee host a meeting in June and provide a presentation on the Youth Sports Leagues Gateway Sports Complex. The complex will consist of baseball fields, soccer fields and a snack bar. Grand Terrace leagues will receive priority scheduling at the facility and the City will assist with a Request for Proposal to recruit a coordinator to run the sports complex. a. Veteran's Freedom Park City Manager Duffey provided the Committee with sample material to consider upgrading the basketball court floors with sports tiles with a Veteran's theme. He also suggested developing a memorial rose garden. Minutes Parks & Recreation Advisory Committee May 10, 2018 City Manager Duffey informed the committee that the city has plans to reach out to local cities in the Inland Empire to dedicate plaques on behalf of their local resident veterans and bring them into the community of Grand Terrace. Committee Member Suarez suggested adding wi-fi to the parks. At 4:25 p.m. Committee Member Firnkoess excused herself from the remainder of the meeting 6. New Parks a. Doa Park City Manager Duffey explained that there is a need for volunteers to close the dog park at 7:00 p.m. daily. Committee Members Phelps and Suarez volunteered their services. b. Update on Soccer Field Refurbishment City Manager Duffey informed the Committee that the soccer field will be ready to use in approximately five weeks. The City is considering a Request for Proposal to secure field maintenance services for the turf. 7. Recreation and Special Event Activities a. Swim Program City Manager Duffey explained that the swim program will be delayed due to leaks developing in the structure of the pool. Due to the inspection and time it will take for repairs, the swim program will need to be addressed at a later date. b. Holiday Tree Lighting City Council has suggested that the Holiday Tree Lighting Committee be officially named a sub-committee of the Parks & Recreation Advisory Committee. Committee Member Suarez moved, and Committee Member Phelps seconded welcoming the Holiday Tree Lighting Committee as a sub-committee of the Parks & Recreation Advisory Committee. Additional Committee Member Comments Committee Member Suarez expressed the continued interest of the Foundation of Grand Terrace to continue its support of community events as it has done in the past. Committee Member Suarez also shared her visit to several skate parks in the area and was impressed by their design. She is looking forward to bringing one into the City of Grand Terrace. 9.
