MINUTES
CALL MEETING TO ORDER:
Chairman Jeffrey McConnell called the Parks & Recreation Advisory Committee Regular Meeting to
order at 4:00 p.m.
PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Grand Terrace resident Denis Kidd.

1. Approve February 8, 2018 Minutes
Committee Member Suarez asked that Page 3, Section 10. Committee Member Comments: b. be
revised as follows: "Committee Members identified various groups and clubs for each member to
receive feedback on and how the committee can help meet each organization's needs.
Committee Member Phelps moved, and Committee Member Suarez seconded approval of
February 8, 2018 Minutes as amended.

2. Public Comments
Denis Kidd, Grand Terrace commented on the Blue Mountain Hike and provide statistics regarding
attendance. He announced that Friends of Blue Mountain hold their meetings on the 3'd Thursday
of each month at Azure Hills beginning at 6:00 p.m.
G. Harold Duffey, City Manager announced he will bring back an update to the Committee on the
Blue Mountain Trailhead grant and Site Map.
3. Staff Presentation
None.

4. New Business:
Discussion was held regarding the City's 40"' Anniversary and a timeline was requested to be
brought back to the Committee, so they could have an up-to-date calendar for the events being
held.
Vice-Chair Loder asked what would be the Committee's involvement with each group hosting
events.
City Manager Duffey explained the Committee could offer recommendations for each event.
5. Park Assessment
Committee Member Phelps and Chairman McConnell brought in photographs of various parks
throughout the City that needed repairs and improvements.
City Manager Duffey suggested those identified for repairs, be placed on a list for the City's
Maintenance Division to address and those with suggested improvements, be addressed
individually and prioritized based on greatest need.
Chairman McConnell brought up the City's app: See..'CIick/Fix and explained to the Committee
how it works.
City Manager Duffey stated the City will provide an update to the app on the City's website.
6. New Parks
a. Dog Park Grand Opening
City Manager Duffey announced the Dog Park Grand Opening is scheduled for Saturday,
April I4, 2018. He also provided the Committee with the Dog Park rules which will be
posted onsite.
The Committee reviewed the park rules and made some corrections to typographical errors
and brief discussion was held regarding the President's Environmental Youth Award.
b. Update on Soccer Field Refurbishment
Vice-Chair Loder provided an update on the soccer field rehabilitation and the timeline for
completion was discussed.
Committee Member Phelps suggested industrial strength bleachers could be built at the
location in the future.

7. Recreation and Special Event Activities
a. Swim Program
City Manager Duffey informed the Committee that the pool developed some leaks and is
being repaired. He also commented on revisiting a proposal for the management and
operation of swim program around May 2018.
b. Holiday Tree Lighting
City Manager Duffey informed the Committee that the Holiday Tree Lighting ceremony is
scheduled for November 29, 2018.
8. Committee Member Comments
Committee Member Firnkoess asked that the City generate a draft list of events throughout the
year, a point of contact, list of non-profits and committees along with color coding the event list.
Chairman McConnell stated the Lions Club would be willing to participate and offer assistance to
the Parks & Recreation Committee with City events.
City Manager Duffey suggested they could begin with the various movies in the park which will be
scheduled throughout the year.
Committee Member Phelps suggested the Committee focus on one park assessment per meeting
and the Committee Members agreed to start with Veteran's Freedom Park at the April 12, 2018

Chairman McConnell adjourned the Parks & Recreation Advisory Committee meeting at 5:25 p.m.
