Zoning Code Amendment 17-04 Chairman Comstock opened the continued Public Hearing at 6:40 p.m. Sandra Molina, Planning and Development Director gave the PowerPoint presentation for this item. Jessica Lambarena, Planning Secretary read into the record a letter received by Staff from Ms. Becky Giroux, Grand Terrace. Ms. Giroux's health is compromised and requested that the Planning Commission consider only allowing non-toxic organic based material in the outdoor storage area being discussed. She has also requested that eighteen-wheeled trucks, tractors and trailers be disallowed. Ms. Giroux also expressed her opposition to the recommendation which would allow the City Manager to determine interim use standards. Chairman Comstock supports wood chips and other organic materials for agricultural uses however is opposed to materials with a large amount of airborne particulate matter. City of Grand Terrace Page 2 Minutes Grand Terrace Planning Commission/Site and Architectural Review Board March 22, 2018 Commissioner Jeffrey Allen is concerned about the many different types of organic materials and how the Staff will be able to define all materials to be able to decide what is and is not allowed. Director Molina suggested Staff could bring back more specifically and, on a case-by- case basis, which material is being proposed for outdoor storage which will allow the Planning Commission to make the determination. Vice-Chair Cesena shared her concern with the possibility of fire when a composting pile is too large. Commissioner Edward Giroux expressed his concern with internal combustion that can be caused by storing a large amount of material and suggested that a good water system be placed in the area to assist with possible fires. Brief discussion ensued regarding additional ways to prevent trucks from using Grand Terrace Road. Commissioner Giroux expressed concern allowing medium manufacturing in the M-2 Zone and the inability of commercial trucks to get in and out of the area, whether the City is following guidelines liken to EPA standards regarding obnoxious smells and requested clarification on property illumination levels for the area. PUBLIC COMMENT Tony Harris, Grand Terrace is opposed to the screening issue and is an unfair burden to new tenants. Janese Makshanoff, Grand Terrace stated if any changes are made to the area allowing medium manufacturing, she is opposed to allowing large trucks in that area. She shared her concerns with the frequency of fires and wind in the area. Jeffrey McConnell, Grand Terrace clarified that mulch piles smolder, not burn and described what is needed to care for mulch piles. Mr. McConnell suggested a vegetation wall could be another alternative for property screening. He also suggested the area could be re-zoned to M-R or creating a floodplain designation for outdoor storage. Commissioner Allen believes any outdoor storage leakage that could happen in the area is covered within the code amendment. Director Molina explained the General Plan talks about the types of uses that would be consistent with the designation. Any type of outdoor activity is processed with a Conditional Use Permit and part of that process is looking at potential issues and ultimately goes before the Planning Commission who is the approving authority. City of Grand Terrace Pope 3 Minutes Grand Terrace Planning Commission/Site and Architectural Review Board March 22, 2018 Chairman Comstock recessed the Planning Commission meeting at 8:00 p.m. Chairman Comstock reconvened the Planning Commission meeting at 8:05 p.m. At 8:06 p.m., Commissioner Giroux recused himself from the dais regarding that portion of discussion related to the M-2 and AG overlay within 500 feet of his property. He does not recuse himself from any other discussion as it relates to the areas concerning industrial use. Assistant City Attorney Baron Bettenhausen clarified that any discussion regarding the zoning code for the City is acceptable. He explained that Commissioner Giroux is only recusing himself from a specific parcel. Commissioner Giroux returned to the dais at 8:09 p.m. G. Harold Duffey, City Manager acknowledged expressed his appreciation with the Planning Commission that they are taking the time to look at the issue. There have been cases in the past where business located with outdoors storages which created significant issues. Their discussions will help the City deal with the highest and best use for the outdoor facilities. Commissioner Giroux requested Staff address the level of light, so it will not to interfere with moving traffic. The three-foot candle power was good but not sufficient for security cameras he asked to consider when upgrading using the recommended IES (Illumination Engineering Society) standard illumination levels. Vice Chair Cesena asked if the flexibility provided with interim use standard could be applied to all outdoor uses. Director Molina explained the reason for significantly more flexibility under Interim Uses is because it is only interim and not intended to be permanent and did not recommend applying interim standard uses intended to be permanent. Chairman Comstock closed the continued Public Hearing at 8:18 p.m. To include commissioner Giroux's request for illumination levels and the addition of new Chapter 18.74. 1) CONSIDER ADOPTION OF A RESOLUTION RECOMMENDING TO COUNCIL ADOPTION OF ZONING CODE AMENDMENT 17-04 AMENDING CERTAIN CHAPTERS OF THE ZONING CODE PERTAINING TO OUTDOOR USES AND STORAGE IN THE COMMERCIAL MANUFACTURING (CM), RESTRICTED MANUFACTURING (MR) AND INDUSTRIAL (M2) ZONE DISTRICTS. INFORMATION TO COMMISSIONERS Sandra Molina, Planning and Development Services Director announced the upcoming Household Hazardous Waste disposal event scheduled for Saturday, March 24, 2018 from 8:00 a.m. to 12:00 p.m. at City Hall. She also announced the City of Grand Terrace Dog Park Grand Opening scheduled for April 14, 2018 beginning at 9:00 a.m. D. INFORMATION FROM COMMISSIONERS Commissioner Gregory Goatcher informed Staff he is unable to attend the Planning Commissioners Academy scheduled for April 4-6, 2018 in Monterey, California.
