CALL TO ORDER
Mayor Darcy McNaboe convened the City Council and City Council as the Successor
Agency to the Community Redevelopment and Housing Successor Agency at 6:00 p.m.

The Invocation was given by Pastor Dane Aaker of CenterPoint Church.

5. Amendment #1 to Professional Services Agreement with Lance, Soll & Lunghard, LLP
for Financial Auditing Services
Council Member Henderson .provided some history on the length of time the City's
previous auditor served. Council Member Henderson commented on how difficult it can
be to potentially give up a professional and successful work relationship, but in terms of
financial management procedures that the City Council adopted in 2014 and affirmed
and amended in 2016, it might be appropriate to shorten the, time frame for the
extension or at least discuss at some point in time in the future whether or not an
Request for Proposal for audit services should be issued in the next few years or so.
Mayor McNaboe asked if the Council could extend the agreement for fewer than three
years.
Cynthia Fortune, Assistant City Manager explained that the original contract's term of
agreement stated the agreement could be extended with a supplemental agreement
with no restraints on how many years or how long the contract extension should be.
Mayor McNaboe asked the City Attorney if Council acted on the item and extended for
three (3) years, would that make it difficult to come back and shorten.
Adrian Guerra, City Attorney stated Council could terminate the contract if they wanted,
however he suggested the item be brought back if Council wanted to consider a shorter
time period with no extensions and have the ability to go out to Request for Proposal
sooner rather than later.

Council Member Henderson moved approval for the item with .the proposed three (3)
year extension but eliminating the additional two (2) year extension.
The motion died for lack of a second.
Mayor Pro Tern Sylvia Robles asked how long the auditors have been in place.
Assistant City Manager Fortune explained this is the auditors fifth year with the City.
Mayor Pro Tern Robles moved, with a second from Council Member Henderson to:
1. APPROVE AN AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT
WITH LANCE, SOLL & LUNGHARD, LLP FOR FINANCIAL AUDITING SERVICES
FOR A TERM OF TWO (2) YEARS
2. DIRECT THE CITY ATTORNEY TO PREPARE THE AMENDMENT TO
CONTRACT FOR THE TWO (2) YEAR EXTENSION
3. UPON COMPLETION OF THE TWO (2) YEAR EXTENSION, THE ITEM RETURNS
TO COUNCIL FOR THE REQUEST FOR PROPOSAL PROCESS

regarding the announcement of Grocery Outlet coming to Grand Terrace to be located
in the old Stater Bros. store.

climate pollutants: methane emissions: dairy and livestock: organic waste:
landfills
Council Member Hussey wanted to wish everyone who is running in the 2018 Election
best of luck and reminded everyone Council works for the betterment-of the City and its
residents.

Council Member Wilson expressed his disappointment with Supervisor James Ramos
for approving the expansion of the Service Zone FP-5 and assessment. He also wanted
to announce that the City's Country Fair is coming soon and hopes all can attend.

On October 11, 2018, Mayor McNaboe attended the SBCTA Metro Valley Study
Session and discussed the following:
Received Major Projects Status Report for the period through September 2018
Received a Preview of the Hearings to Consider Resolutions of Necessity for
Property Interests for the Interstate 10 Corridor Contract 1 Project in the Cities of
Montclair, Upland and Ontario and for the Archibald Avenue Improvement Project
Recommended approval of the Transfer of Measure-I Savings from the South
Milliken Grade Separation Project to the Monte Vista Grade Separation Project to
backfill reduced availability of Federal Projects of National and Regional
Significance grant funds.

Program
Sandra Molina, Planning and Development Services Director gave the Power Point
presentation for this item.
Dustin Reilich, Senior Director of Municipal Development of Renovate America provided
Council with information on how many homeowners in the City have participated in the
program. He also provided some history on the program when it was under SANBAG.
Mr. Reilich provided the City Council was various statistics and information such as:

H. CITY MANAGER COMMUNICATIONS
G. Harold Duffey, City Manager provided the following updates to the City Council and
its residents:
Trunk/Trick or Treat to be held on Wednesday, October 31, 2018 at Richard Rollins
Park from 6:00-9:00 p.m.
Country Fair to be held on Saturday, November 3, 2018 at City Hall from 9:00-3:00 p.m.
On behalf of the City's 40th Anniversary, a Country Band and Farmer's Market has been
added to the event.
A Celebration of Inland Empire Veterans will be held on Sunday, November 11, 2018 at
Veterans Freedom Park from 11:00-7:00 p.m. with the inductee ceremony beginning at

3:00 p.m. with a Laser Light Show to begin at sundown and food trucks will be in
attendance.throughout the day.
Grocery Outlet Bargain Market has signed a lease to occupy the former Stater Bros. site
and the City anticipates a late spring 2019 opening.
