Vice-Chairman Stephens convened the Meeting of the Planning Commission and Site
and Architectural Review Board.

Community Development Director, Sandra Molina, gave a brief presentation on the
item.
Alida Venegas, applicant, expressed,her vision-for her,business and her property.
Vice-Chairman Stephens opened the Public Hearing at 7:58 p.m.
Public Comment
Jeff McConnell, Walnut Avenue, supported the construction of the single family
residence into a commercial.beauty salon located at 22270 Barton Road, He said he
welcome business to stay and grow within the City of Grand Terrace benefiting citizens
and its city.
Vice-Chairman Stephens closed the Public Hearing at 7:58 p.m.

. 2) ADOPT RESOLUTION NO. 2015-09, A RESOLUTION OF THE PLANNING
COMMISSION OF THE CITY OF GRAND TERRACE ADOPTING AN
ENVIRONMENTAL EXEMPTION AND APPROVING. SITE AND ARCHITECTURAL .
REVIEW 15-07 TO CONSTRUCT CONVERT-A SINGLE FAMILY RESIDENCE INTO A
COMMERCIAL BEAUTY SALON LOCATED AT 22270 BARTON.ROAD (APN 0275-
242-06)
B. PUBLIC HEARINGS
3. Ordinance: Art in Public Places
Vice-Chairman Stephens opehed.the Public Hearing at 6:36 p.m.
Adreane Freeman, Management Analyst, presented on the continued hearing item from
October 15, 2015 and brought forth prior suggestions about fee phasing and fee
implementation for non-residential developments. She provided a cost analysis of three
local commercial sites that modeled potential charges to developers, if the art fee had
been implemented. Ms. Freeman also provided visual public art establishments for the
Cities of Oroville, Emeryville and Cathedral City. She answered questions of the
Commission related to public art funding sources in other cities, cost limitations and/or
fee caps and confirmed that no further analysis had been performed to determine
whether the imposed fee had an effect on development in established cities.

Jeff McConnell, Walnut Avenue, he suggested that the city focus on priorities such .as
bringing business to the area and explained that art could still be created by utilizing
grants, at the discretion of the Planning Commission, or by involving the local historical
& cultural arts committee to avoid financially burdening developers.
Vice Chairman, Ryan Stephens read aloud, written communication provided by
Chairman, Tom Comstock that expressed his reasoning for opposing the public art fee
for commercial/industrial development.
1.) The mandatory fee. would be a negative deciding factor whether a project
moves forward or not.
2.) The three city examples used for comparison (Oroville; Cathedral City, and
Emeryville) are not similar to Grand Terrace in city budget and population.
3.) Annual Revenue from the Inland Empire example cities do not compare to
Grand Terrace's revenue.
4.) Artwork could be subjective by endorsing public art and local governments
could put themselves in a position to alienate,some residents.
5.) The city needs to prioritize and focus on making the'city financially viable,
grow reserves, and make sure city services are established.
Vice-Chair Stephens closed the Public Hearing at 7:41 p.m.
Commission Deliberations
After a lengthy discussion between staff and commission regarding fee funding
methods, phased fees options, and long term benefits to. the city, it was suggested to
forward the Item to City Council for further discussion with consideration to review the
options of phasing the fee over time and to designate a cap on the total fee amount.
Deputy City Attorney, Baron. Bettenhausen, suggested the. Commission revise the
resolution to state the Hearing Item recommendation is not for approval, but for further
discussion to the City Council.
Motion: To recommend discussion of the Resolution of the Planning Commission to
the City of Grand Terrace to amend Title 18 of the Grand Terrace Municipal Code by
adopting chapter 18.74.
