Public Comment
Jeff McConnell, Walnut Avenue, announced the upcoming Lions Club Bi-Annual
Pancake Breakfast event being held Sunday, October 25th between 7am and 11 am.
Tickets would be $4 at the door, benefiting the Grand Terrace High School Football
Team.

2. Ordinance: Art in Public Places
ADOPT RESOLUTION NO.-2015 -_A RESOLUTION OF THE PLANNING
COMMISSION OF THE CITY_ OF GRAND TERRACE RECOMMENDING THAT CITY
COUNCIL OF THE CITY OF GRAND TERRACE AMEND TITLE 18 OF THE GRAND
TERRACE MUNICIPAL CODE BY ADDING CHAPTER 18.74 (ART IN PUBLIC
PLACES). .

G. DISCUSSION ITEMS
1. 2013-2021 Housing Element; Status and Future Actions
Community Development Director, Sandra Molina, advised the Commission -that-the
Housing Element had been reviewed and determined incompliant with the state law and
that a few changes would be needed.
Consultant, John Douglas; provided an overview of the State's recommended changes
to the Housing Element. There was suggestion from the Commission to create an
overlay district and/or rezone the parcel located next to the Santa Ana .River Channel
from Industrial to Residential. It was also suggested to include lofts to meet the RHNA
requirement.
Chairman Comstock opened the public comment opportunity at 8:29 p.m.
Public Comment
Patricia Farley, she addressed'r her concerns related to traffic planning, city maintained
landscaping, city trees, and parking. She expressed her desire for the city to have a
code enforcement traffic plan and indicated that she was in favor of having Barton Road
zoned for mixed use rather than residential.
Jeffrey McConnell, Walnut Avenue, talked about the stringent building requirements and
potential financial burdens in order to provide infrastructure improvements or backfill for
the Santa Ana Channel.
Patricia Farley, she questioned why the land on Michigan was not being used and

asked whether Commerce Street would act as a connector for attracting mixed use.
Chairman Comstock closed the public comment opportunity at 8:56 p.m.
Sandra Molina informed the Commission that staff will submit the 2"d round of Housing
Element.revisions to the Department of Housing and Community Development. During
the review period, Mr. Douglas.will draft modifications to the zoning code and bring the
revisions back to the Commission for further review.
