Grand Terrace._ California. on Mav 6. 2004. at 7:00 a.m., by Chairperson Douq Wilson. PRESENT: Doug Wilson, Chairman Matthew Addington, Vice Chairperson Brian Whitley, Commissioner Robert Bidney, Commissioner Tom Comstock, Commissioner Gary Koontz, Community Development Director Jo Verhelle, City Manager's Assistant ABSENT: None 7:00 P.M. CONVENE SITE AND.ARCHITECTURE REVIEW BOARD/ PLANNING COMMISSION MEETING Pledge of Allegiance led by Commissioner Bidney • Roll-Call PUBLIC PARTICIPATION: None i� ITEMS: 1. SP-04-01, E-04-03 Specific Plan SP-04-01 and E-04-03 to develop approximately 123 acres as mixed use commercial and open space uses with an Environmental Impact Report. APPLICANT: City of Grand Terrace Redevelopment Agency ,1 j; LOCATION: Generally south of Barton Road, west of Michigan Street, north of Pico Street, and east of Interstate 215. RECOMMENDATION: Open the Public Hearing on the Outdoor Adventures - Center Specific Plan and Environmental Impact Report (SP-04-01/E-04-03) and continue the hearing to May 20, 2004 at 7:00 P.M. 22795 Barton Road • Grand Terrace, Cdlifornia 92313-5295 •;909j,824=6621 =. li! Planning Director Koontz greeted the Commission. The Staff had formally planned the Public Hearing for this Agenda Item for this meeting. However, due to the comments received from several residents requesting additional time to review the - project, the staff has decided to re-advertise this item for the next scheduled meeting j of May 20, 2004. d !i Planning Director Koontz informed the Commission that they may either receive public testimony at this meeting, or to wait to hear testimony at the next scheduled meeting, so that all testimony may be heard all at once. The Final EIR will have responses to all comments that have been received with regard to the Outdoor Adventures Center, and should be available for public review !! .sometime within the next week. Planning Director Koontz requested that the hearing be continued to the regularly scheduled May 20, 2004 Planning Commission Meeting. ! Chair Wilson asked at which location would interested parties with regard to the !Ilj Outdoor Adventures Center be able to review the available information. ,i Planning Director Koontz replied that interested parties can go into the city website, known as www.cityofgrandterrace.org to look for additional information, which will explain the project and its hearing schedule. Frequently asked questions will also be j posted in the website. The library also has copies of the Draft EIR Document as well j� as the Planning Counter inside City Hall, and at the reception counter at City Hall. �! Commissioner Whitley asked .with, regard to .the re-advertisement of the Public Hearing has the re-advertisement been already done? Planning Director Koontz replied that the advertisement for May 20th has been published in the Sun Newspaper. MOTION PC-07-2004: Vice Chair Addington made a motion to continue SP-04- 01 and E-04-03 to the next scheduled Planning Commission of May 20, 2004 Chair Wilson seconded the motion. MOTION VOTE: PC-07-2004 Approved 5-0-0-0 Chair Wilson addressed the public who was in attendance and wished to speak with regard to the continued item that they may either speak before the Commission now or to wait until the next scheduled meeting. 2 Patricia Farley 12513 Michigan Street Ms. Farley feels that the City should change their notification purposes, and says that she will be checking to see if the City is legally notifying everyone that they should be notifying. She also feels that all notices should be posted at the front door so that anyone can get information at any time. The city should invest in a flashing billboard sign to notify the citizens with regard to items such as the Outdoor Adventures Center. Betty Guzman 23202 Glendora Drive Mrs. ��Guzman was in agreement with Ms. Farley with regard to notifying the community with regard to the Outdoor Adventures Center. It is Ms. Guzman opinion that the city has lost about 3/4 of the people with regard to allowing the project to go through because the citizens were not notified properly and it seems that the City is trying to sneak this project by. Ms. Guzman also feels that the Planning Commission Meetings need to be televised. She has asked the Council with regard to televising the meetings, and she feels that she is being ignored by the Council with regard to this. Chair Wilson advised Ms. Guzman that she would have to make that request before the City Council. ADJOURN SITE AND ARCHITECTURE REVIEW BOARD/PLANNING COMMISSION MEETING 7:45 PM CONVENE PUBLIC WORKSHOP SESSION • Information to Commissioners • Information from Commissioners Vice Chair Addington remarked that there is a shortage of handicap parking stalls at Pico Park. Planning Director Koontz replied that he would notify the Community Services Department with regard to adding more stalls.
